Job description

About the Project

Holcim Belgium is leading the GO4ZERO project, an ambitious initiative aimed at significantly reducing CO₂ emissions and accelerating the transition towards more sustainable construction.

As part of this strategic project, Holcim Belgium is developing a large-scale Carbon Capture and Storage (CCS) value chain, covering:

  • CO₂ capture

  • Transmission & transport

  • Terminal operations

  • Permanent storage

To support this key decarbonisation initiative, we are looking for a CCS Project Manager - Commercial & Contractual Focus to oversee the project's strategic, financial, and contractual dimensions.

Mission

As CCS Project Manager, you will oversee the full CCS project while taking a leading role in its commercial, contractual, financial, and stakeholder-related dimensions.

You will play a key role in:

  • Coordinating with internal teams, industrial partners, public authorities, and external stakeholders

  • Securing the complete CCS value chain

  • Mitigating project risks to ensure successful implementation

In this position, you will report directly to the Program Director.

Key Responsibilities
  • Commercial Negotiations: Lead and coordinate negotiations with strategic partners across the entire CCS value chain (capture, transmission, storage).

  • Contractual Frameworks: Structure, finalize, and monitor long-term commercial and contractual agreements.

  • Funding & Subsidies: Support the project's funding strategy, including mechanisms such as Carbon Contracts for Difference (CCfDs) and public subsidy programs.

  • Financial Modelling: Contribute to business case modelling, financial structuring, and the preparation of investment files.

  • Risk Management: Identify commercial, financial, contractual, and regulatory risks and implement effective mitigation measures.

  • Stakeholder Engagement: Build and maintain strong relationships with public authorities, EU and local institutions, industry associations, and value chain partners.

  • Advocacy & Lobbying: Support lobbying efforts to establish favorable regulatory and commercial conditions for the CCS project.

  • Project Governance: Monitor milestones, budget, timing, risks, and deliverables.

  • Operational Alignment: Ensure alignment between contractual obligations, project milestones, and operational constraints.

  • Reporting: Report regularly to the Program Director on project progress, risk exposure, and strategic decisions.

Profile & Qualifications
  • Education: Master's degree in Engineering, Business, Economics, Finance, Law, or a related field.

  • Experience: Solid track record in complex industrial, infrastructure, energy, carbon management, or decarbonisation projects.

  • Contractual Expertise: Strong expertise in commercial negotiations and long-term contractual frameworks.

  • Public Funding & Affairs: Practical familiarity with public funding, subsidy mechanisms, government relations, or advocacy.

  • Domain Knowledge: Understanding of CCS, CCfDs, EU funding mechanisms, carbon markets, or industrial decarbonisation is a strong asset.

  • Analytical Skills: Excellent analytical capabilities with hands-on experience in business case modelling.

  • Strategic Vision: Ability to grasp technical project constraints while maintaining a sharp focus on commercial, financial, and strategic risks.

  • Communication: Outstanding stakeholder management and negotiation skills.

  • Languages: Fluent in English. Knowledge of French and/or Dutch is an asset.

What We Offer
  • High-Impact Project: Direct contribution to one of the most ambitious decarbonisation initiatives in the European cement industry.

  • Pioneering Ecosystem: Play a key role in building a cutting-edge CCS value chain in collaboration with industrial partners and public institutions.

  • Flexible Collaboration: Open to Employee (CDI) or Consultant/Freelance setups, offering a competitive package tailored to your status.

  • Inclusive Work Culture: Holcim Belgium values diversity, inclusion, and equal opportunities, fostering a respectful environment where everyone can thrive and grow.
