Scope of Services Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026. The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs that will require remediation due to:
  • Adoption of the Florida PALM Standardized Business Process Model
  • Transition to the Florida PALM Chart of Accounts values
  • Replacement of Central, Payroll and Departmental FLAIR functionality
  • Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
  • Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the PALM System Transition (FPST) will take place over the course of three years in alignment with the Florida PALM Project scheduled timeline. Of the 1,500+ computing assets, over 120 are interfaces either between financial applications or with the state accounting system. These interfaces were written on outdated technology that simply will not work with the new, more modern state accounting system. In 2019, the customer implemented Informatica Data Management as part of our data infrastructure migration and modernization project to be our new integration tool. The person filling this role will analyze the current integrations leveraged by the customer's financial systems and work with management to create a plan to migrate these integrations to Informatica. Once the plan is created, this person will work on migrating integrations into Informatica as well as train and mentor current staff on how to leverage the Informatica product to perform data integrations in the future. Education Bachelor's Degree in Computer Science or Information Systems. Work experience can substitute on a year for year basis for the degree. Special consideration will be given to candidates with Informatica certification. Experience Candidate must have a minimum of 5 years' experience in systems integrations and/or ETL (extract, transform, and load). Candidate will be expected to describe multiple past experiences with integration tools such as Informatica and Microsoft SSIS and how they were deployed for a successful outcome. Primary Job Duties/ Tasks The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to: Participate in efforts to define the impact the Florida PALM implementation will have on current customer interfaces. Use subject matter expertise, industry methodologies and best practices to create a plan to migrate current interfaces to begin leveraging more modern technologies such as Informatica and Microsoft .NET. Detail data element inputs and outputs for Department computing assets interfacing with Department of Financial Services FLAIR. Inputs may include, but not limited to, manual data entry, direct access via scripting solutions, and batch uploads. Outputs can include data extracts, outgoing interfaces, and reports. Design, develop, test, and deploy data integration solutions with a focus on financial data accuracy and integrity. Collaborates with stakeholders and cross-functional teams in the Office of the Comptroller to understand financial data requirements and develop financial data models that can be used for further analysis. Evaluate, select, and implement appropriate data integration tools and technologies, with a focus on financial data security and efficiency. Develop and execute comprehensive testing plans to ensure the accuracy and reliability of financial data integration solutions. Mentor current FDOT staff on best practices for leveraging Informatica tools. Create documentation for financial data integration processes, ensuring compliance with regulatory requirements and facilitating knowledge transfer within the team. Ensures compliance with financial data regulations and industry standards. Communicate effectively with both technical and non-technical team members to ensure successful implementation of financial data integration projects. Work with reports remediation team to ensure their data requirements for the FPST project are met. Participate in SCRUM meetings including daily stand-ups, sprint planning, and sprint retrospectives. Job Specific Knowledge, Skills, and Abilities (KSAs) Experience working with flat file integrations. Knowledge of FTP and SFTP. Knowledge of advanced systems integration topics such as Web APIs and Data Streams Understanding of data encryption and the ability to communicate its importance. Understanding of data warehousing concepts. Experience with an ETL tool such as Informatica (strongly preferred), Microsoft SSIS, or Oracle ETL. Strong SQL skills. Familiarity with ETL processes.
