Riverside OverviewRiverside Research is an independent National Security Nonprofit dedicated to research and development in the national interest. We provide high-end technical services, research and development, and prototype solutions to some of the country's most challenging technical problems.    All Riverside Research opportunities require U.S. Citizenship.  Position Overview

The primary purpose of this position is to serve as a multidisciplinary Foreign Military Sales (FMS) Security Specialist. The incumbent is responsible for managing, executing, and coordinating all international program security, technology transfer, and foreign disclosure activities supporting multiple implemented FMS cases post-LOA. Primary duties are to ensure that all defense articles, services, technical data, and training delivered to Partner Nations (PNs) are safeguarded, monitored, and disclosed/transferred in compliance with the DSCA Security Assistance Management Manual (eSAMM), National Disclosure Policy (NDP), and Department of War (DoW) policy.

Responsibilities
  • Support the 645 AESG Chief of Security in the development, coordination, and updates of the LOA Security Instruction (LSI) for each assigned FMS case. Incorporate agreed-upon, commensurate-level protective measures into the LSI. Formulate and distribute releasable versions of Security Classification Guides (SCGs).
  • Support the 645 AESS Chief of Security in executing daily FMS security management supporting the 645 AESS. This includes access management, clearance processing, and escort procedure support to foreign visitors and FLO facility access.
  • Coordinate DDL development, updates, and lead engagements with FDOs though final signature/approval of DDL. Support/lead the pursuit of authorities to sell (ATS) to ensure release compliance is documented for each supported case. Establish and maintain communication with external release authorities supporting current and future release requests are processed and approved in a timely manner.
  • Coordinate directly with the Foreign Disclosure Offices (FDO) to authorize the release of Classified Military Information (CMI) and Controlled Unclassified Information (CUI). Review and process release requests for technical data, software, training materials, and Technical Orders (TOs) to verify appropriate foreign disclosure officer approval before transfer.
  • Provide support to foreign visits as sponsor, escort, or security support during foreign liaison officer (FLO) visits to 645 AESG and industry facilities. Process and ensure approval of one-time, recurring, and extended visits though FDO channels for all 645 AESG locations. Develop, review, and approve FLO security plans and technology control plans (TCP).
  • Coordinate, plan, and execute Site Survey Teams (SSTs) and physical security assessments of host nation storage, maintenance, and operational facilities. Assess and validate the capabilities of the Partner Nation and International Organizations (IOs) to provide physical security consistent with USG standards. Conduct site survey certifications of host nations' storage facilities for EEUM-designated weapon systems.
  • Support Critical Technology Assessments (CTAs) on systems, subsystems, and components stored in-country to identify Critical Program Information (CPI) and Critical Components (CC). Establish and maintain program-specific security elements within the parent Program Protection Plan (PPP).
  • Serve as the program office focal point for End-Use Monitoring (EUM) efforts, ensuring compliance with post-delivery monitoring requirements. Review, identify, and recommend sensitive technologies and defense articles requiring Enhanced End-Use Monitoring (EEUM).
  • Maintain security database files detailing status and access of cleared personnel and assist in the dissemination and verification of visit requests for all Big Safari programs.
  • Prepare for, and participate in, security program self-assessments, staff assistance visits, higher echelon inspections, and periodic program status checks as directed by the 645 AESG Chief of Security.
Qualifications
  • A minimum of 5 years of related experience with a Bachelor's degree, 3 years with a Master's degree, a PhD without experience, or equivalent work experience.
  • Minimum of 3 years' experience in the security disciplines of industrial, physical, personnel, information and acquisition security to include security management and support of SCI are highly desired.
  • Complete understanding of the foreign visit (FV) process, site survey requirements, and LOA Security Instruction (LSI) development is required.
  • Possess a Top Secret security clearance and eligibility for access to Sensitive Compartmented Information and Special Access Programs
  • Maintain system accounts for and proficiency in the use of databases necessary to perform FMS, collateral and SCI security roles. These include, but are not limited to the DISS, SIPRNet, JWICs and unique databases supporting FMS and international security activities.
  • Experience in the use of existing computer image scanning systems to support Big Safari historical and information management database and archival operations for unclassified, classified, and compartmented programs.
  • Completion of the CDSE Security Fundamentals Professional Certification (SFPC) and have at least 3 years of experience with FMS and International Security.
