Job description

Peerless Technologies is seeking a Senior Financial/Cost Analyst to support the F-22 Program Office; this position is located at Wright-Patterson AFB, OH. The F-22 Program Office is a fast-paced environment supporting a broad array of Divisions and Branches supporting the F-22 Raptor Fleet. You will interface with various government and military stakeholders, including the Weapon System Prime Contractor, and provide Financial Management/Analyst support for the F-22 Financial Management (FM) Branch, in support of the F-22 Program Office mission. The successful candidate will support the F-22 Program by providing the following skills/activities in support of F-22 FM operations; you will/shall: * Assist other financial analysts with the verification of data input accuracy into the various financial/payment systems (i.e., financial and contract data). The candidate shall support other financial analysts with the reconciliation of Defense Finance Accounting Service (DFAS) data to the Comprehensive Cost and Requirement System (CCaRS) database (or other Government-selected financial management databases) in support of maintaining accurate accounting data for financial analysis. * Support the development of cost estimates for all phases of F-22 aircraft acquisition programs from inception through disposal, either independently or in concert with Government personnel. Program cost estimates may be in support of annual or biennial estimates, most probable life cycle cost estimates for source selection evaluation, quick-turnaround "what-if" estimates, Cost as an Independent Variable (CAIV), should/will cost reviews, Reduction in Total Ownership Costs (RTOC), or other economic analyses. * Verify the accuracy of the data inputs into the various listed cost estimating systems. The Contractor shall also work with the Government to maintain the integrity of listed financial databases (such as REMIS) by assisting with reconciliation and basis of estimate information within the database. * Have a working knowledge of Agile principles and be capable of providing suggestions to the Government for implementing improvements, streamlining processes and test procedures, and optimizing testing from development through fielding recommendation. * Support the FM Division in accomplishing production and modification cost estimates for funded annual Program Objective Memorandum (POM)/Future Years Defense Program/Plan inputs, President's Budget and Budget Estimate Submission (BES) input. The Contractor shall support the program office in formulating "should cost"/"will cost" analyses on budgets and their potential effects on the cost estimate. * Support the FM Division in developing program definitions needed for cost estimates, including program acquisition strategies, WBSs, ground rules, assumptions, and constraints. The Contractor shall perform research of historical costs to support on-going cost estimates and cost databases/models. The Contractor shall analyze other contractors' earned value performance measurement data, as needed. REQUIREMENTS * General Experience requirements: * Master's or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD * OR, Bachelor's Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD * OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD. * Specific Experience requirements: * Have previous experience with estimating tools such as Automated Cost Estimating Integrated Tools, Parametric Review of Information for Costing and Evaluation "TruePlanning" parametric modeling, Constructive Cost Model, Oracle Crystal Ball, and USAF-maintained databases such as Air Force Total Ownership Cost (AFTOC) and Reliability and Maintainability Information System (REMIS). * Clearance requirements: * Secret Clearance, and able to obtain Special Access Program (SAP) or Sensitive Compartmented Information (SCI) eligibility if required.
