Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley

Job Description The Assistant Director of Civil Infrastructure is responsible for ensuring consistency related to design and engineering, providing recommendations on complex issues, cost estimation, and construction support. The Assistant Director provides technical support to the Project Construction Management Team (PCM) for management of the final design and construction packages. This position is part of the Engineering Services Branch, which is part of the California High-Speed Rail Authority's Office of Program Delivery.

Position Responsibilities Ensuring the engineering documents, standards, and technical requirements are consistent and coordinating engineering documentation with other functional support groups Providing recommendations on complex issues, cost estimation, and construction support Assisting with development, recommendation, and implementation of policies, as applicable, in relation to engineering management, engineering standards, and technical requirements, infrastructure development, system development, design, and construction support including change management Assisting with engineering activities necessary to support planning, development, procurement, design, and construction of the projects Managing the engineering activities of preliminary engineering, alternative technical concepts, design, and design variances Verifying that designs are compliant with the engineering requirements Providing functional support including interface coordination between engineering and other functions groups, coordination between Civil coordination with O&M, and assistance for implementing third-party requirements Supporting executives on strategic matters to ensure timely and effective decision-making in relation to engineering matters Other related duties may be assigned Basic Job Requirements Accredited four (4) year degree or global equivalent in Civil Engineering or closely related field of study and sixteen (16) years of work-related experience Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders. Job-related technical knowledge necessary to complete the job. Job related skills required - Strong leadership skills, customer focus, business acumen, influence, strategic agility, decision making, personal accountability, ownership and follow-through, a team player, mentor, and coach.

Ability to translate strategy ("what") into actionable steps / executions plans ("how"), ability to attend to detail and work in a time-conscious and time-effective manner. Other Job Requirements Experience of senior roles in complex major projects or programs Ability to analyze and inspire innovative solutions to complex challenges Preferred Qualifications California registered Professional Engineer Advanced understanding of engineering management in complex and large-scale rail projects or programs from planning through preliminary engineering, detail design, construction support, and coordination with system and O&M Engineering leadership experience and roles in alternative delivery projects Extensive experience in value engineering and configuration change management Interface management experience between construction stages or contractors/suppliers during design and implementation phases We are an equal opportunity employer.
