THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a BUDGET OFFICER (TITLE 32), Position Description Number D1678000and is part of the FL 125th FW, National Guard.

As a BUDGET OFFICER (TITLE 32), GS-0560-12, you will operate the Resource Management System, a network of commanders, resource advisors, cost center managers, and technical advisors aligned to the Wing/GSU organizational structure and oriented towards the management of appropriated funds and workdays for the accomplishment of unit missions. Provides resource managers with necessary guidance, information, knowledge, and training to accomplish mission goals and objectives. Designs presentation materials for, chairs, conducts, and documents the quarterly meetings of the Financial Working Group (FWG). Designs materials for, briefs, and documents the quarterly Financial Management Board (FMB). Designs, develops, conducts, and documents resource management training for all personnel responsible for the management and expenditure of appropriated funds and workdays. Training includes initial review or continuation training of resource management processes, procedures, and requirements. Maintains the training records for all resource managers. Ensures that continuity documentation maintained by organizational resource managers is complete, up-to-date, and relevant.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must accomplish Financial Management Certification Level Two within 24 months of employment.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
Recruitment Incentive: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will be NTE $7,000. Payment will be a lump sum payment at the beginning of employment. The candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus.
Military Grades: Officers: O1 thru O3
NOTE: Must accomplish Financial Management Certification Level Two within 24 months of employment.
TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
GENERAL EXPERIENCE: Must have experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; ability to plan and organize work; competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.
SPECIALIZED EXPERIENCE: GS-12 must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience, education, or training that provided in-depth knowledge of financial principles and procedures; must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements; must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures; experience with at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements; experiences may include training and guiding employees on finance programs and assigning tasks; experience in structuring assignments that created effective and efficient procedures with measured and improved task processes.
