Job description
Job Summary Mohave County Development Services department is looking to fill the position of Flood Warning Systems Drainage Maintenance Supervisor. Mission The mission of the Mohave County Development Services Department is to provide and facilitate professional, strategic and technical leadership to ensure that Mohave County maintains a safe and acceptable quality of life; has beneficial, managed growth; and has an effective voice in land management decisions of the Federal and State Governments. The mission of the Flood Control Division is to reduce the risks of death, personal injury, and property damage through the identification, regulation and remediation of flood hazards.
About the position Performs professional and administrative work in the development, supervision and operation of the Automated Flood Warning System for the Flood Control District. Performs construction management and supervision of the inspections program for construction and maintenance of drainage infrastructure facilities. Work is involved in the planning, designing, and constructing of automated environmental, meteorological and hydrometeorological gauging stations, real-time data acquisition base stations and servers and automated alarm management.
This is an office position with occasional field work in all areas of the county. Work schedule is Monday through Friday and can be 8 hours/5 days or 10 hours/4days. On occasion may need to respond on weekends during weather events.
Travel is required to approved trainings and to weather stations throughout Mohave County Interaction with public at the counter, on the phone, and in the field Compensation Range 23/Steps 1-17 ($34.37-$55.17) Must pass pre-employment background screening. Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while employed in this position. 11 Paid Holidays Essential Job Functions Plans, organizes, initiates, directs and coordinates the development of the Automated Flood Warning System including data acquisition networks and servers, network and data analysis, database management, programming, web interface, static and animated data display, alarm management and hydrologic analysis and forecasting. Plans and supervises the development and maintenance of hydraulic models and hydraulic rating curves. Develops and supervises Professional Service Contracts relative to Automated Flood Warning Systems.
Supervises and directs technical staff in the construction, repair, maintenance and calibration of automated real-time meteorological and hydrometeorological sensors and gauges. Administers Flood Response Plans and recommends response actions based on hydrometeorological events. Coordinates with other Federal, State and local agencies.
Prepares plans, designs and specifications for Automated Flood Warning System and Road Weather Information System projects. Prepares meteorological and hydrometeorological reports based on storm driven events. Determines and supervises automated alarms, alarm actions and thresholds for meteorological and hydrometeorological events.
Supervises automated forecasting alarms, alarm actions and thresholds for meteorological and hydrometeorological events. Plans and supervises RF networks and wired and wireless TCP/IP networks. Supervises C-Band RF data downlinks and associated servers.
Supervises real-time data acquisition servers, meteorological servers and other related database servers. Plans and supervises various analog, meteorological and hydrometeorological sensor service and calibration practices including pressure transducers, radar sensors, ultra-sonic level sensors, conductivity sensors and other related sensors. Completes RF Path and Radio Propagation Studies.
Designs, plans and supervises the construction and maintenance of wireless, solar-powered weather cameras and related wireless TCP/IP networks. Configure and manage FTP and SHEF data transfers to various local, state and federal agencies including the National Weather Service. Supervise the Flood Control Division services for flood control related public service requests.
Conduct and supervise the regular inspections of the condition of drainage channels and drainage structures. Evaluate the need for maintenance of existing drainage channels and drainage structures and make recommendations to a higher authority. Respond to public service requests and perform related administrative, planning and research activities.
SECONDARY JOB FUNCTIONS Reports to Emergency Operations Center and provides technical information during hydrometeorological events. Participates in the development of Flood Response Plans. Assists in the preparation of annual budget.
Responds to inquiries of the general public, other departments and jurisdictions by phone and in the office or field. Assists in the recruitment, selection and hiring process for positions of Engineering Technician and others as requested. Compiles information and performs research for special projects as necessary.
Attends meetings and conferences as required. Coordinates the development of the Automated Flood Warning System with various State and Federal agencies. Performs special assignments as appropriate to assigned area.
Minimum Qualifications Bachelor's degree in civil engineering, meteorology, water resources engineering or related field; OR five (5) years of increasingly responsible technical experience in the design, development use and maintenance of automated flood warning systems, supplemented with college-level course work. AND three (3) years of increasingly responsible technical experience in the calibration, repair and maintenance of advanced electronic equipment including pressure transducers and VHF radio telemetry equipment. AND three (3) years of experience working with web server software, server platforms, creating and administering database driven webpages and managing real-time data acquisition base stations.
OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications. Knowledge, Skills & Abilities Principles and practices of civil engineering as applied to design, construction, operation and transportation systems, drainage facilities, utilities, and public infrastructure. Land and construction survey systems.
Computer operations including computer aided design and drafting. Geographic Information Systems development, implementation, and operation. Understanding of Flood Control infrastructure construction and maintenance.
Understanding of project schedules and the relationships of stakeholders Watershed and surface water boundaries within Mohave County. Flood threats within Mohave County. Environmental data acquisition base station applications and configurations.
VHF radio telemetry and propagation. Wired and wireless TCP/IP networking practices. Low voltage DC electronics trouble-shooting and repair.
Solar powered applications and practices. Windows Server applications, configurations and programming including Apache, Perl, HTML and PHP. Occupational hazards and safety requirements in the performance of drainage infrastructure maintenance.
Federal, State and local regulations, codes and engineering standards pertaining to the design, construction, and operation of Flood Control and other infrastructure projects. Mohave County Personnel Policies and Procedures, and Department Regluations. Programming and developing automated applications using advanced programming languages.
Project development, review, research and problem solving. Operating computer aided design systems and applications and related peripheral equipment. Tailoring, analyzing, and using general and engineering computer programs, software, and databases.
Drainage and maintenance best management practices. Construction and maintenance of drainage facilities, channels, culverts, erosion control, retention, and detention basins. Communicating and maintaining professionalism with the public, co-workers, and work contacts.
Analyze and solve complex problems. Develop and implement detailed systems specifications and documentation. Understand, interpret and apply Flood Response Plans, Hydraulic Models, Hydraulic Rating Curves and other technical documents.
Understand, interpret and apply pertinent federal, state, county, city, and departmental laws, rules, regulations, codes, standards, policies, and procedures encountered in the performance of assignments. Understand and comply with Mohave County Personnel Policies and Procedures, and Department Regulations. Apply independent judgment in the analysis of assigned engineering projects and formulate and write recommendations, plans and specifications.
Compile technical data and calculations and convert them to plans. Estimate construction and material costs. Plan and organize work to meet daily and periodic objectives.
