Position Overview The Fleet Superintendent is responsible for the overall management and operation of the City's fleet program, including the specification, procurement, maintenance, repair, replacement, and disposal of vehicles and equipment. The position directs Fleet Division activities to ensure the safe, reliable, sustainable, and efficient operation of vehicles and equipment used by the City. The Fleet Superintendent develops and manages fleet-related budgets and replacement plans, oversees fleet personnel and facilities, coordinates maintenance and repair activities, and ensures compliance with applicable safety, environmental, and regulatory requirements.
The salary range for this position is $92,913.60 - 118,726.40, with starting salary determined on qualifications and professional experience. The City of Wauwatosa provides an excellent benefits package, on-site employee health clinic, on-site fitness centers, meaningful work, and more. Employees will be automatically enrolled in the Wisconsin Retirement System (WRS), a pension plan to help provide for financial security during retirement, which consists of employer and employee required contributions
Essential Functions The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
Develops and maintains long-term fleet replacement plans based on vehicle and equipment condition, age, utilization, reliability, operational needs, and available funding. Prepares and manages annual fleet operating, fuel, maintenance, and capital equipment budgets; monitors expenditures and recommends adjustments as necessary. Develops vehicle and equipment specifications and coordinates the procurement of fleet assets, parts, materials, supplies, and services in accordance with City purchasing policies and applicable laws and regulations.
Evaluates fleet utilization, maintenance costs, vehicle condition, and operational needs to make recommendations regarding replacement, acquisition, modification, or disposal of vehicles and equipment. Directs and coordinates preventive maintenance, repairs, inspections, and other fleet services to maximize vehicle and equipment availability, reliability, safety, and useful life while minimizing operational disruptions to City departments. Establishes and monitors fleet maintenance practices, schedules, procedures, and performance measures to promote efficient and cost-effective operations.
Oversees the City's fuel dispensing operations and associated facilities, ensuring appropriate inventory controls, recordkeeping, maintenance, and compliance with applicable local, state, and federal requirements. Oversees the operation, maintenance, and safe use of Fleet facilities, equipment, tools, and related infrastructure. Investigates, documents, photographs, and reports vehicle and equipment accidents and coordinates inspections, estimates, insurance matters, and repairs as appropriate.
Reviews requests from City departments for vehicle and equipment modifications, evaluates operational requirements and potential impacts, and coordinates approved modifications with vendors, manufacturers, and Fleet staff. Maintains accurate fleet records and utilizes fleet and maintenance management information to monitor vehicle availability, maintenance activities, repair costs, fuel usage, inventory, and replacement needs. Ensures Fleet operations comply with applicable City policies, safety requirements, environmental regulations, and federal, state, and local laws.
Provides technical and operational guidance to City departments regarding vehicle and equipment selection, utilization, maintenance, replacement, and lifecycle management. Directs, coordinates, and evaluates the work of Fleet Division employees in accordance with City policies and applicable laws. Responsibilities include hiring, training, assigning and directing work, establishing performance expectations, conducting performance evaluations, addressing performance and employee relations issues, and supporting employee development and engagement.
Plans and prioritizes Fleet Division workloads and resources to respond effectively to routine maintenance needs, departmental priorities, emergencies, and unanticipated fleet requirements. Coordinates with City departments, vendors, manufacturers, contractors, regulatory agencies, and other stakeholders to resolve fleet-related issues and ensure timely delivery of services, equipment, parts, and repairs. Develops and maintains effective relationships with departments that rely on City fleet services and communicates fleet-related operational, financial, and replacement needs to City management.
Identifies opportunities to improve fleet efficiency, standardization, reliability, sustainability, and cost-effectiveness and recommends changes to policies, procedures, equipment, or operations. Performs site inspections and operational reviews and participates in emergency response or after-hours activities when necessary to address critical fleet or operational needs. Minimum Requirements Education and Experience Requirements: High School diploma or equivalent required, Associate's Degree in automotive technology or a similar field preferred.
Minimum of seven years of fleet management, municipal/public-sector fleet operations, transportation equipment management, or closely related supervisory experience required. Licenses, Certifications, and Other Requirements: Valid Wisconsin Driver's License required. Valid Wisconsin Commercial Driver's License (CDL) desirable.
ASE Certification in Automobile/Light Truck and/or ASE Certification in Medium/Heavy Truck. UST Underground Storage A & B preferred, but may be obtained after hire. Minimum Knowledge, Skills, and Abilities Qualifications In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.
Knowledge of fleet management principles and practices, including vehicle and equipment procurement, maintenance, repair, utilization, replacement, and disposal. Knowledge of automotive and heavy equipment systems, preventive maintenance, fleet operations, and lifecycle management sufficient to effectively oversee Fleet Division activities. Knowledge of budgeting, procurement, specifications, contracts, vendor management, and applicable City policies and procedures.
Knowledge of applicable safety, environmental, and regulatory requirements related to fleet operations, vehicle maintenance, fuel systems, and facilities. Knowledge of electric, hybrid, alternative-fuel, and other energy-efficient vehicle and equipment technologies and their application to municipal fleet operations. Ability to develop and implement fleet replacement and sustainability strategies that balance operational needs, reliability, cost, available technology, and City sustainability goals.
Ability to analyze fleet information, including utilization, maintenance costs, fuel and energy consumption, and vehicle availability, and use that information to make sound recommendations. Ability to effectively supervise, train, evaluate, and develop employees and promote a safe, productive, and collaborative work environment. Ability to establish priorities, manage multiple projects, solve problems, and make sound decisions in routine and emergency situations.
Ability to communicate effectively, both verbally and in writing, with City employees, department leaders, vendors, contractors, regulatory agencies, and the public. Ability to use computers and applicable fleet work order, maintenance, budgeting, and administrative software systems. Ability to work the allocated hours of the position, including overtime and occasional work outside of normal business hours, and respond to periodic call-ins during emergency or critical situations.
