Job description

Department Specific Responsibilities
  • Oversees fire safety and loss prevention operations for the University system, managing the inspection program for all campuses and affiliated buildings, such as fraternities and sororities, to mitigate unsafe conditions.
  • Develops and implements programs to prevent loss of life and property while ensuring strict compliance with the State of Indiana Fire and Building Codes and National Fire Protection Association (NFPA) Standards.
  • Serves as the primary liaison with all local fire departments.
  • Oversees the design and implementation of fire suppression systems with a primary focus on life safety.
  • Manages comprehensive training programs including fire extinguisher use, hot works, and first aid. Will require travel to other campuses to provide support to other Fire Safety and Loss Prevention Inspectors.
  • Liaises with the State Fire Marshal's Office and maintaining a strong working relationship to ensure compliance with all State of Indiana-adopted Fire and Building Codes and NFPA Standards.
  • Serves as Authority Having Jurisdiction (AHJ), the fire code expert for all new construction and renovations, attending all relevant planning meetings and overseeing plan reviews.
  • Responds to emergency alarms on the Bloomington campus. Provide fire alarm and suppression system support in coordination with responding emergency crews.
  • Coordinates the CDL and Pre-employment Drug Testing Program to be compliant with Department of Transportation requirements for university CDL drivers.
General Responsibilities
  • Provides highest level of operational leadership and coordination of assigned staff members to define loss prevention/control protocols, processes and standards; provides direction and guidance on high priority loss prevention/control projects/initiatives.
  • Oversees and coordinates the loss prevention/control activities on all campuses; manages the inspection of university buildings on all campuses, as well as other related buildings (e.g., fraternities and sororities) for unsafe conditions; establishes short-term business plans and long-term operational objectives, including managing project timelines/deliverables and developing resource plans for multi-project/multi-phase risk management initiatives.
  • Conducts and provides significant input for a variety of personnel actions to include, but not limited to hiring, promotion, performance management, and dismissal.
  • Manages high level assignments and allocation of risk management resources, including negotiating and coordinating initiatives that involve staff in other departments/areas/teams; oversees the design and implementation of fire suppression systems for the university; may coordinate large-scale investigations or loss prevention/control projects in support of university initiatives.
  • Communicates with senior leaders on large expenditures that could have budgetary implications; makes recommendations/proposals based on resource needs and helps ensure cost containment.
  • Researches and stays up-to-date on new or updated applicable statutes, rules, regulations, protocols/processes, and/or standards; responsible for the implementation of new protocols/procedures to address business needs.
  • Works collaboratively with other leaders across departments in recommending and implementing standards, best practices, and related policies/procedures; oversees various training programs, such as use of fire extinguishers, fire prevention, first aid, etc.; oversees testing program for CDL (commercial driver's license).
  • Prepares management reports and summaries for senior administration, executive, steering and advisory committees; acts as advisor to executive committees; serves on various university committees, communities of practice, and task forces related to risk management.
  • Act as primary liaison with local fire departments serving all IU campuses, local and state administrators, DHS, and IU Emergency Management and IU Environmental Health and Safety.

  • 4 years fire and/or building code inspection/enforcement and/or fire safety related experience (Fire safety could include experience as a firefighter).

Working Conditions / Demands
This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.
This role requires the ability to move a minimum of 25 pounds. Will spend a significant amount of time walking and standing. Ability to climb ladders/stairs/scaffolding. Ability to use hands to hold, grasp, or turn. Exposure to extreme heat and cold temperatures while working outside.
