Description
The Training Captain develops, coordinates, implements, and evaluates the Department's training, safety, credentialing, and professional development programs. This administrative-level officer supports operational readiness by ensuring personnel receive consistent, compliant, and effective training in firefighting, EMS, rescue operations, hazardous conditions, and incident safety. The Training Captain reports to the Fire Chief and may participate in emergency response activities as needed. Key responsibilities include:
• Develop, organize, supervise, and coordinate Department training programs, including annual calendars, lesson plans, objectives, and compliance requirements.
• Assess employee training needs, certifications, and competencies; identify performance gaps; and recommend training priorities, goals, and objectives.
• Respond to fire, rescue, EMS, and other emergency incidents as assigned, including serving as Incident Safety Officer when appropriate.
• Remain deployable and available to support emergency operations, training deployments, mutual aid assignments, and special projects as directed.
Carry out other duties as assigned.
Essential Functions & Qualifications
1. Develop, publish, and maintain the annual Department training schedule. 2. Coordinate and meet with the Annual Training Committee to identify priorities, evaluate needs, and support Department objectives.

3. Maintain Department training standards for all personnel.
4. Develop and maintain Department training manuals, task books, lesson plans, and instructional materials.
5. Maintain accurate training records for all personnel using the Department's required records management software.
6. Prepare and provide reports on training completion, credentialing progress, and compliance status to shift leadership and administration.
7. Maintain compliance with applicable TCFP, DSHS, Department, and records-retention requirements.
8. Serve as the Department liaison with outside agencies, partner organizations, and training providers for training-related matters.
9. Develop, schedule, monitor, and evaluate the new-member credentialing program.
10. Coordinate instructors, assign training responsibilities, and support weekly training delivery.
11. Provide instruction, coaching, and practical skill development to fire and EMS personnel.
12. Report regularly to the Fire Chief on training activities, compliance status, current projects, and emerging needs.
13. Coordinate attendance at approved annual conferences, outside training programs, and professional-development opportunities.
14. Perform related duties and responsibilities as assigned.
15. Attend professional meetings and remain current on trends, best practices, standards, and innovations in fire suppression, fire prevention, rescue operations, EMS, training, and safety.
Certification and Experience Requirements
Minimum qualifications and preferred attributes:
• Associate's degree in Fire Science, Emergency Management, Public Administration, or a related field is preferred; equivalent education, training, and experience may be considered.
• Possession of TCFP Fire Officer II, TCFP Fire Instructor III, and Texas EMT-B/ (Paramedic preferred) certification at appointment or as required by Department policy.
• Minimum of five (5) years of experience at the rank of Lieutenant or higher, including experience with live-fire training and knowledge of NFPA 1403.
• Proficiency with Microsoft applications and training records management systems.
• Possession of a valid Texas Class B Exempt driver license, or the ability to obtain one within one year of appointment.
• Strong written, verbal, instructional, and interpersonal communication skills, with the ability to present information clearly to varied audiences.
• Physical and mental ability to meet the demands of the fire service, including wearing SCBA and performing assigned emergency-response duties.
License or Certificate Requirements:
• Possession of, or ability to obtain, a valid Texas Class B Exempt driver license.
• Possession of Texas DSHS EMT/Paramedic (preferred) certification
• Possession of Texas DSHS EMS Instructor certification.
• Possession of National Incident Management Systems ICS 100, 200, 700, 800 certifications
• Possession of TCFP Basic Firefighter or above certification
• Possession of TCFP Fire Officer II and Fire Instructor III certifications.
