T-Rex Solutions (T-Rex) is seeking a Cloud FinOps Analyst to support the ongoing optimization, governance, and financial management of the Department of Education's AWS cloud environment. While AWS is the primary focus, the role will also support occasional pricing and cost analysis efforts for Azure and Google Cloud services.

Responsibilities:

  • Conduct detailed financial analysis, budgeting, forecasting, and reporting for AWS cloud expenditures.
  • Lead the cost evaluation process for requests for additional AWS resources, including compute, storage, networking, and managed services, working closely with system owners, architects, and engineers to validate requirements, assess technical feasibility, develop cost estimates, and recommend cost-effective solutions.
  • Leverage AWS-native and third-party FinOps tools to identify and implement cloud cost optimization opportunities.
  • Analyze AWS resource utilization and consumption trends to develop recommendations for rightsizing, Savings Plans, Reserved Instances, and storage optimization.
  • Provide cloud cost insights, spending trends, financial reporting, and optimization recommendations to leadership and stakeholders.
  • Support and mature the organization's FinOps practice, fostering accountability and awareness for cloud consumption.
  • Develop and maintain cloud cost allocation models, tagging standards, system-owner chargeback processes, budgeting controls, and governance practices.
  • Collaborate with AWS representatives and vendors to optimize service utilization and maximize cost savings opportunities.
  • Monitor emerging AWS services, FinOps capabilities, and industry best practices to continuously improve cloud financial operations.

Requirements:

  • Must be a U.S. Citizen with the ability to obtain a Department of Education Public Trust clearance.
  • Minimum of 3 years of experience in cloud financial management, FinOps, cloud cost optimization, or a related discipline.
  • Hands-on experience supporting AWS environments, including cost analysis, budgeting, forecasting, and governance.
  • Experience using AWS Cost Explorer, AWS Budgets, Cost and Usage Reports (CUR), Trusted Advisor, or similar cost management tools.
  • Experience analyzing cloud usage data and developing actionable recommendations to reduce costs and improve efficiency.
  • Ability to develop reports, dashboards, business cases, and executive-level presentations related to cloud spending and financial performance.
  • Strong understanding of AWS pricing models, billing structures, Savings Plans, Reserved Instances, and resource optimization strategies.
  • Demonstrated ability to work collaboratively across technical and business teams.

Desired Skills:

  • Active Department of Education clearance preferred.
  • Bachelor's degree in Business, Finance, Information Technology, Computer Science, or a related field.
  • FinOps Certified Practitioner, AWS Certified Cloud Practitioner, AWS Solutions Architect Associate, or similar certification preferred.
  • Experience supporting Federal civilian agencies and cloud governance initiatives.
  • Strong understanding of FinOps framework domains, including cost allocation, budgeting, forecasting, and cloud financial accountability.
