Description
The position is responsible for all operational aspects of the day-to-day management of the public works department and related functions. The position directly supervises the Assistant Public Works Manager, Office Manager and Custodian. This position reports to the Public Safety Director.
Job Duties
Essential Functions:
Essential functions are fundamental job duties. They do not include marginal tasks, which are also performed but are incidental to the primary functions. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position, nor does every position allocated to the job necessarily perform every duty listed. The essential functions for this job are:
  • Responsible for directing, coordinating, and prioritizing daily activities of the assistant public works manager, maintenance work teams, office manager, and custodian;

  • Monitors operational condition of water distribution system and directs maintenance activities; ensures the proper maintenance of records and preparation of water and stormwater reports for local and State agencies; coordinates water quality issues with suppliers; coordinates emergency response activities regarding water supply; serves as liaison to the Health Department;

  • Responsible for completion of monthly meter-reading;

  • Oversees regular maintenance of all town-owned properties, including buildings, grounds, parks, landscaping, playgrounds, sidewalks, boardwalks, crosswalks, and roadways; removes invasive species when needed; applies for appropriate permits; oversees crew's work activities when necessary;

  • Responsible for workplace safety for all department employees; prepares and maintains safety standards for all equipment and activities; ensures all employees regularly receive proper safety training;

  • Monitors condition of streets, roadways, signage, and storm drainage systems; recommends and directs required corrective repair and/or replacement actions by Public Works staff, private contractors, and/or design consultants;

  • Performs various types of right-of-way inspections for permits, working with other utility companies as appropriate;

  • Plans and coordinates large capital projects from start to finish, including overseeing development of project budgets, bids, conceptual designs, final design approvals, construction oversight, and inspections;works with engineers and contractors as needed;

  • Evaluates the budgetary needs of the department, develops reliable cost estimates, and submits recommendations during budget development; manages annual budget as approved;

  • Controls and constantly monitors ordering and payments on Town-wide purchases in accordance with the town's purchasing policy, including large capital improvement projects; works with vendors on approved purchases;

  • Works with engineers to review the overall condition of the water distribution system and makes recommendations for improvements and maintenance; has knowledge of and maintains records regarding the location, size, age, and condition of water lines, hydrants, valves, etc. throughout the town;

  • Meets with citizens regarding complaints, resolves problems, and makes recommendations, while providing exceptional customer service in order to promote and maintain a positive town image;

  • Works cooperatively with the Cultural Services Director to identify and respond to park maintenance issues, and to provide staffing support for special events;

  • Prepares reports for the Town Manager, Town Council, and advisory boards; attends Council and board meetings when required; makes presentations, as needed;

  • Provides support and assistance to other departments as needed; participates in discussions and works cooperatively with other department heads on topics of mutual interest or responsibility; and

  • Oversees emergency preparedness and response for all town properties, including clean-up and repairs; attends hurricane preparedness meetings; serves as liaison with debris contractor and FEMA, as needed.

Qualifications
Minimum Qualifications: Bachelor's degree in Civil Engineering Technology, Construction Management, or similar; at least five years management experience and 10 years practical experience in similar work; experience may be substituted for education, and education may be substituted in-part for experience. Professional engineering license preferred. Must be able to obtain licenses and certifications required for the position, including: APWPA Public Works Institute modules I, II, and III, Water distribution license 1, Stormwater operator level 1, Herbicide application license and Sign and pavement marking tech level 1. Must possess and maintain a valid driver's license.
Knowledge, Skills, & Abilities
Equipment: The employee uses and operates a variety of office and computer equipment and related software. The employee operates light and heavy equipment as well as hand and power tools. The employee operates a vehicle.
Critical Skills/ Expertise: All employees must possess knowledge of general written standards and procedures utilized, and have the ability to read, interpret, and follow procedural and policy manual related to the job tasks. The abilities expected of all employees include being able to respond to supervision, guidance and direction of superiors in a positive, receptive manner and in accordance with stated policies, be appropriately groomed and attired so as to present a professional image in accordance with the organization's mission, goals, and policies; report for work promptly and properly prepared at the time and place required by the assignment or orders; notify the appropriate supervisor of intended absences in accordance with stated rules; conform with standards and rules regarding use of accrued time; demonstrate a polite, helpful, courteous, and professional image when engaged in any activity with the pubic; operate and care for equipment to manufacturer's specifications and/or within the specified parameters and in accordance with policies; demonstrate an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the public and colleagues. Critical skills/expertise identified for this job include the following non-exclusive listed items:
  • Knowledge of water distribution system principles and operations and the ability to apply this knowledge in directing daily operations and the maintenance of the water system;

  • Knowledge of utility mapping and development drawings;

  • Knowledge of rules and guidelines for utility locates;

  • Ability to coordinate all operational aspects of the Department, establishing priorities for special assignments, monitoring crew performance, and the assignment of daily tasks as needed to oversee contracted work;

  • Ability to determine equipment, inventory, and supply needs, and ordering under budgetary limitations;

  • Ability to develop annual budgets in concert with other departments;

  • Ability to coordinate and manage large, sophisticated capital projects;

  • Ability to communicate professionally and courteously both verbally and in writing;

  • Knowledge of backflow system operation and maintenance;

  • Knowledge of traffic control devices and traffic safety concerns;

  • Knowledge of general drainage system operations and required maintenance applications;

  • Knowledge of general pavement design principles and pavement maintenance for long-term resiliency;

  • Knowledge of permitting requirements for construction, maintenance, and repairs of facilities;

  • Leadership skills to direct, supervise, and train subordinate personnel; and

  • Maintain Continuing Education Units (CEU) for required licenses.
