Program Manager/Contract Manager Location: Arlington, VA (onsite support) Division: Redhawk Administrative Services EEO Class: Professional FLSA Classification: Exempt Employment Class: Full Time-Salary Clearance: Active Secret Clearance Required Position contingent upon award of contract, government acceptance of candidate, and positive adjudication of government investigation. Position Summary: The Program Manager serves as Redhawk's single point of accountability for successful execution of the Army National Guard (ARNG) Annual Statement of Assurance / Risk Management and Internal Control (RMIC) Program Services contract. The PM provides executive leadership across all functional workstreams; maintains responsibility for contract performance, customer satisfaction, staffing, schedule, quality, and financial execution; and serves as Redhawk's primary interface with the Contracting Officer, COR, ARNG G-8, RMF Division leadership, and other Government stakeholders. The Program Manager ensures end-to-end integration of enterprise RMIC governance, internal controls, audit readiness, financial management support, eGRC modernization, automation, training, mobile support, and transition activities while maintaining alignment with Army regulations, OMB Circular A-123, FMFIA, and the GAO Green Book. Essential Duties & Responsibilities • Direct overall contract execution across all task areas, with accountability for cost, schedule, performance, quality, and customer satisfaction. • Serve as Redhawk's executive interface with the Contracting Officer, COR, ARNG G-8, and RMF Division leadership. • Manage contract administration, deliverable schedules, and compliance with all contract terms and reporting requirements. • Lead staffing and workforce management, including recruitment, retention, cross-training, named backups, and corporate surge support for assessment peaks and the March 15 window. • Execute the Quality Control Plan and hold all deliverables to first-pass Government acceptance standards. • Maintain the Integrated Master Schedule, the consolidated deliverables tracker, and the program risk-issue-action log. • Provide budget oversight and financial execution management, including subcontractor cost and performance control. • Direct transition-in activities, establishing program control within 15 days and an approved operational baseline within 90 days. • Deliver executive briefings, Monthly Program Management Reviews, and the Monthly Status Report to the COR by the 15th of each month. • Track performance metrics against the Performance Requirements Summary and QASP, and drive continuous process improvement. • Manage subcontractor integration and performance under common Team Redhawk delivery standards. Education & Experience Requirements
Education • Bachelor's Degree in a related field (Business Administration, Accounting, Finance, or Management) Clearance/Certification(s) • Active Secret clearance • PMP Certification • CGFM/CPA/CDFM (Preferred, not required) Experience: • 15+ years of relevant professional experience • 10+ years managing DoD financial management or audit readiness programs • Experience managing contracts exceeding $10M in total value • Army or DoD financial management experience (Preferred) #CLEARANCEJOBS Redhawk Administrative Services, LLC is an equal opportunity employer.
