Western Door Federal is seeking a Policy & Guidance Analyst to assist the Policy and Guidance Team within the Defense Health Agency (DHA) Direct Care Financial Management Division. This role supports the development, coordination, maintenance, and improvement of enterpriselevel financial management policies, guidance, and standard operating procedures (SOPs).

The position is wellsuited for candidates with prior experience supporting federal financial management, policy development, or budget and accounting environments, and who are ready to independently manage assigned policy actions while collaborating closely with senior staff and stakeholders across the organization.

Responsibilities include, but are not limited to:

  • Support the organization, maintenance, and continuous improvement of financial management policy and guidance documentation.
  • Coordinate and track updates to the Financial Management Guide, SOPs, and related financial management policy products.
  • Compile, document, and track comments received from internal and external stakeholders throughout the policy coordination and approval process.
  • Prepare draft policy language, summaries, briefing materials, and correspondence for senior staff review.
  • Independently manage defined policy writing, editing, or processmapping improvement efforts within assigned functional areas.
  • Maintain document version control and ensure accurate posting of approved materials to SharePoint and Microsoft Teams repositories.
  • Support meeting preparation, record meeting notes, track action items, and maintain distribution lists.
  • Conduct targeted research on financial management and policyrelated issues and summarize findings for team review.
  • Analyze select budgetary and accounting activities to support policy development, metrics, and financial management reporting.
  • Support development of process maps and workflow improvement initiatives tied to financial management policy execution.
  • Perform additional duties in support of policy and guidance development activities, as required.
  • Operate effectively in a hightempo, hybrid or remote team environment.

Basic Qualifications:

  • Bachelor's degree in finance, accounting, business, public administration, or a related field and 3-5 years of experience supporting financial management, accounting, budget execution, policy development, or closely related analytical functions.
  • Demonstrated experience supporting document coordination, policy development, or guidance maintenance efforts.
  • Strong proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
  • Strong written and verbal communication skills, with proven attention to detail and document quality.
  • Ability to independently manage multiple tasks and priorities in a deadlinedriven environment.

Desired Skills:

  • Prior experience supporting DHA, Military Health System (MHS), DoD, or other federal financial management policy environments.
  • Familiarity with DoD financial management concepts, fiscal law fundamentals, accounting, or budget execution processes.
  • Experience supporting document coordination, review cycles, change tracking, and version control practices.
  • Experience leveraging artificial intelligence (AI) or automation tools (e.g., generative AI, document analysis tools, workflow automation, or similar capabilities) to support policy research, drafting, document review, process mapping, or guidance maintenance efforts, while applying appropriate judgment, validation, and quality controls.
