EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will serve as the Director, Financial Policy Branch within the Financial Management Division, in FEMA's Office of the Chief Financial Officer. Typical duties include:
  • Serving as an expert on a full range of complex financial policy issues to provide applicable agency guidance.
  • Developing, interpreting, updating, and implementing financial policies and procedures for program users to ensure consistent program administration and compliance across the enterprise.
  • Formulating of agency financial and travel policy guidance based on leadership direction, including preparation of interpretive and supporting documentation to carry out the policies, and reviewing and analyzing other legal proposals concerning financial and travel policy matters.
  • Serving as the first line supervisor by providing technical and administrative supervision to staff responsible for financial policy operations; and preparing direct reports' performance plans and issues performance assessments, reviewing and evaluating work in progress and completed work.
  • Managing and overseeing the day-to-day operations of the branch, ensuring all financial policy and administrative functions are performed accurately and in a timely manner.

Qualifications
The qualification requirements listed below must be met by the closing date of the announcement.
To qualify for this position at the GS-15 level (starting salary $169,279), you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  1. Interpreting/developing/evaluating/applying travel regulations such as Federal Travel Regulations (FTR), travel policy, Office of Management and Budget (OMB), and General Services Administration (GSA) guidance; AND,
  2. Advising senior leadership/workforce on financial policies, guidance or legislation; AND,
  3. Analyzing/implementing/communicating travel policies/procedures/regulations/impacts throughout the organization; AND,
  4. Managing/supervising staff.
