Duties The United States Space Forces - Northern (SPACEFOR-NORTH) at Peterson Space Force Base, Colorado is searching for a Command Financial Manager (NH-0501-04, GS 14/15 equivalent). Description: We are seeking an elite financial expert to serve as the Command Financial Manager for the U.S. Space Force's Northern Component (USSPACEFOR-NORTH), where you will take the helm of our financial enterprise in direct support of the U.S. Northern Command (USNORTHCOM) mission. In this critical role, you will be the command's strategic authority on all fiscal matters, masterfully guiding the entire budget lifecycle from initial formulation and planning to meticulous execution and transparent reporting. The ideal candidate is a recognized leader in Department of Defense finance, ready to ensure robust financial stewardship and empower a vital national defense mission. The ideal candidate is a seasoned financial professional with extensive budget execution experience at the Headquarters, Major Command (MAJCOM), or Field Command (FLDCOM) level. This individual is highly skilled in analyzing financial reports, meticulously tracking spending, and accurately forecasting future needs. Furthermore, the candidate will leverage these skills to identify emerging financial trends, project year-end requirements, and take proactive steps to ensure all funds are utilized effectively and in full compliance with the law. Keys Skills and Abilities: 1. Expert knowledge of legislation, Congressional, DoD, DAF, and USSF policies, processes, procedures, precedents, regulations and requirements which govern programming and budgeting and their use throughout the program and budget cycle to perform such functions as developing current multi-year program requirements plans, and timetables; to assure that budgetary forecasts, estimates, and submission conform to requirements, guidelines, and financial objectives, and to develop budgetary guidance for and to review the formulation, justification, and execution of financial programs. 2. Expert knowledge of all phases of the Federal budget process and the DOD planning, programming, and budgeting/execution systems. Professional knowledge of accounting practices, methods, techniques, and generally accepted accounting principles and standards. Knowledge of and skill in applying information pertaining to legislation, budget, oversight, automated systems, Air Force and joint strategic capabilities and operations. 3. Skill in organizing, analyzing, interpreting, and evaluating budgetary data project results based on alternatives selected. Ability to apply various analytical methodologies and techniques to various requirements. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5. Knowledge of safety and security regulations, practices, and procedures. 6. Ability to communicate effectively, both orally and in writing. Requirements Conditions of employment * U.S. Citizenship Required * Position is designated special-sensitive and requires a TS security clearance with eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in TS SAP to fully perform the duties of the position. * A non-disclosure agreement must be signed. * Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. * This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. * May be required to travel by military or commercial aircraft in the performance of TDY assignments. * May be required to work overtime on an unscheduled or emergency basis. * Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report. * This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. * PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement.
