Job Description

The Program Finance Manager partners closely with program leadership, customer stakeholders, and internal corporate teams to drive accurate financial planning, insightful analysis, and strong execution across a large, complex contract portfolio. The position focuses on delivering timely financial insights, ensuring compliance with government contracting requirements, and supporting strategic decision-making to improve financial performance.

Responsibilities

  • Partner with the Division Vice President and program team to provide financial analysis and guidance that supports informed decision-making and identifies opportunities to improve financial performance across the organization.
  • Produce timely and accurate financial reporting deliverables, including program profit and loss statements, trend analyses, variance analyses against budget and prior forecasts, and monthly reporting packages for both customer and company leadership.
  • Manage the program’s monthly rolling forecast process and lead annual operating budgeting activities to ensure realistic, data-driven financial plans.
  • Support the Program Management Team and the Contract Vehicle PMO group by providing advanced financial planning, reporting, and execution support for contract deliverables, subcontractor management, and invoicing activities.
  • Assist with on-contract pricing exercises, including rough order of magnitude (ROM) estimates, new option year pricing, and repricing of existing option years for large cost-type programs.
  • Track and manage subcontractor spending and funding to ensure alignment with contract requirements, budgets, and funding profiles.
  • Make recommendations for process improvements and identify areas requiring corrective action in order to achieve financial goals and enhance operational efficiency.
  • Manage the program’s month-end close process, including cost accruals, revenue recognition, and detailed expense reviews to ensure accurate and compliant financial results.
  • Collaborate with Accounting, Contracts, Procurement, and other corporate back-office departments to facilitate smooth business operations and resolve financial or contractual issues.
  • Interpret, combine, and analyze data from multiple sources to provide clear, actionable insights to stakeholders at various levels.
  • Support multiple levels of stakeholders across sectors by applying critical thinking and creative problem-solving using an analytically driven approach.
  • Balance competing priorities across internal corporate and external programmatic functions while maintaining strong relationships and effectively meeting stakeholder needs.
  • Contribute to the development and maintenance of a consistent financial planning and analysis cadence, including regular reviews, updates, and presentations.
  • Support large-scale, cost-type government contracts, including complex portfolios that may approach approximately $200M annually.

Essential Skills

  • At least 8 years of experience as a Financial Analyst in a government contracting (GOVCON) environment.
  • Bachelor’s degree in Accounting, Finance, Business, or a related discipline, or commensurate experience.
  • Strong financial analysis and financial reporting experience, including program-level profit and loss management.
  • Hands-on experience with large-scale cost-type contracts, particularly Department of Defense or similar federal contracts.
  • Experience with multiple contract types, including Cost-Plus, Fixed Price, and Time and Materials (T&M), as well as pricing support for large Cost-Plus programs.
  • Knowledge of government contracting principles, including Cost Accounting Standards (CAS), Federal Acquisition Regulation (FAR), and Generally Accepted Accounting Principles (GAAP).
  • Experience developing and maintaining a financial planning and analysis cadence, including forecasting and budgeting processes.
  • Advanced Microsoft Excel skills, including pivot tables, complex formulas, and financial modeling.
  • Proficiency with Costpoint for financial and project accounting.
  • Experience using TM1 for forecasting and Cognos for reporting.
  • Demonstrated ability to interpret, combine, and analyze data from multiple sources to produce clear, meaningful insights.
  • Strong communication skills, with the ability to distill and convey complex financial information in an easily understandable format for diverse stakeholders.
  • Proven ability to support multiple stakeholders across sectors and levels using critical thinking and analytically driven problem-solving.
  • Ability to balance competing priorities in support of both internal corporate functions and external programmatic requirements.
  • Experience supporting or managing large projects or multiple portfolios, ideally with annual values approaching several hundred million dollars.

  • Experience working on large, complex government projects or multiple program portfolios, particularly in a defense or federal environment.
  • Background supporting U.S. Coast Guard or similar federal agencies is beneficial.
  • Experience with financial modeling for long-term, multi-option-year contracts.

  • Comfort working in a largely remote environment while maintaining high standards of accountability and responsiveness.

Work Environment

This position operates in a primarily remote work environment, with approximately 99% of work performed remotely and on-site visits as needed. The role supports a major U.S. Coast Guard program and may require occasional reporting to an office in Sterling and to a Coast Guard location in Alexandria for key meetings, collaboration sessions, or customer engagements. The work involves extensive use of financial systems and tools such as Costpoint, TM1 Forecasting, Cognos Reporting, and Microsoft Excel, as well as regular interaction with program management, finance, contracts, procurement, and other corporate functions. The environment emphasizes collaboration, analytical rigor, and proactive communication, offering the opportunity to contribute to a large, high-impact government program while benefiting from the flexibility of a remote-first setup.

Pay and Benefits

The pay range for this position is $64.91 - $64.91/hr.
