Summary Statement

The incumbent in this position will work under the direction of the Deputy Chief of Administrative Services and be responsible for overall leadership of the Central Business Office, to include developing and administering the agencies annual operating and capital budgets of over $450 million, payroll operations for more than 2,600 full-time employees, accounts payable and receivable operations, financial analysis and forecasting, grants management, fleet management, procurement and contracting.\r\n

Essential Functions

Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.\r\n\r\n Manages the analysis, formulation, and integration of a Department's financial management programs.Develops and implements methods for program evaluation.\r\n Oversees development of multi-year plans/programs. Works with departmental, executive, and legislative officials to explain financial plans and issues.Determines problem areas and recommends solutions.\r\n Proposes legislation that will support the Department's strategic plan.\r\n Coordinates, facilitates, and reports back to management the activities and progress of various focus groups/task forces/steering committees.\r\n Provides planning, budgetary, and management expertise to Department administration and operations managers.\r\n Monitors day-to-day fiscal activities to ensure they meet state/federal objectives and/or guidelines. \r\n\r\n

Job Requirements

JOB REQUIREMENTS for Assistant Director Financial Management \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Three years' experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.\r\n Three years' experience in interpreting and analyzing financial reports. \r\n Six months experience in strategic planning such asplanning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success. \r\n Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors. \r\n\r\n
