Position Description


The Field Inspection Leader is responsible for translating project objectives between project management and the field and directing all duties of Field Inspection Technicians assigned to them while using applicable technology to accurately conduct observations, collect data and document all field observations for municipalities, utility and private development clients. This role will promote teamwork, champion initiatives, and establish and operate in an environment which provides the capacity for excellence.

 

Duties & Responsibilities

Take direction from project management to execute necessary field activities based on specific project need

Operate and maintain care of all data collection instruments 

Constantly learn new field technologies

Follow security and safety policies and procedures in carrying out work duties and wear personal protective equipment (PPE)

Coordinate and oversee the repetitive and routine sampling and testing of component materials for construction projects in accordance with the construction contract documents

Work collaboratively and communicate effectively with the Project Manager and management team

Provide guidance and coordination with other inspectors

Conduct Daily Job Briefings with employees about what, when and where work is being performed.

Provide daily surveillance of the contractor's quality control activities at the project site, and maintain a daily log of construction and inspection activities via laptop, tablet, cell phone 

Conduct field surveys to confirm existing conditions, and perform highly complex technical assignments in field surveying and construction layout

Inspect construction work and perform/check engineering computations

Perform MISS DIG related activities as needed

Maintain/repair curb stops, fire hydrants, gate valves, sanitary/storm sewer mains, water mains and water meters. 

Advance knowledge of the methods, materials and equipment used in seasonal and system sampling requirements and regulatory sampling requirements per Michigan Department of Environment, Great Lakes, and Energy (EGLE)

Interpret construction plans, standards and specifications

Perform construction material testing 

Perform quality assurance to verify actual to contracted service, materials, and construction

Provide technical guidance regarding construction matters to project stakeholders

Conduct work in a safe manner

Communicate frequently with team members and other units across the organization about process, equipment or potential problems

Operate and maintain construction vehicles/equipment/tools 

Identify deficiencies and deviations from the plans 

Coordinate work between agencies, contractor and other city departments (interaction with contractors and their representatives while representing the contract owner)

Inform Project Manager on progress of work and identify pertinent issues by compiling written, oral and graphical presentations

Examine structures (e.g., manholes, storm water sewers, sanitary sewer systems, etc.) to NASSCO Standards

Observe and document all field activity for conformance with client requirements

Prepare legible written field notes and daily reports detailing the status of work, including confirmation of work completed and jobsite conditions

Record the results of inspection and verify the accuracy of data with proper field checks recorded

Transmit inspection data to the proper location in the computer network, which includes sending data to the office from remote locations on a daily basis, and be able to acquire the data for field use when necessary

Assist in training of staff on field methods and instrument use and care

Research maps, physical evidence, project specific details, and other records to obtain data needed for field work 

Lead field inspection crew by providing direction and leadership by demonstrating an attitude for safety, cost control, efficiency and professionalism

Maintain exceptional internal and external client relations

Achieve performance objectives and financial metrics (see Key Performance Indicator document)

All other duties as assigned

Requirements

Qualifications

  • Associate's degree and/or equivalent combination of education & experience
  • Minimum  five (5) years applicable experience in the surveying/civil engineering/construction industry, including at least 3 years of field experience in maintenance/repair of underground infrastructures (water, sewer, gas, electric)
  • Ability  to operate heavy construction equipment within one year of becoming the      Field Inspection Leader. 
  • Possess a Michigan Water Distribution S4 license and within one (1) year achieve a S3 or higher license, if applicable for community work is performed in.
  • Advance knowledge of manhole scanning equipment and its software
  • Ability  to read, understand and interpret spec books, blueprints, maps 
  • Ability to focus on various tasks throughout the      day and change focus with short notice 
  • Required to have satisfactory results on a Motor Vehicle Record check and maintain a valid driver's license.
  •  Have the ability to be on call for after hour emergencies (weekly rotation between multiple employees) and the ability to work irregular hours when needed
  • Able to pass federal DOT drug screening and background check
  • Possession  of a State of Michigan Commercial Driver's Licenses (CDL B with Air Brake endorsement) preferred but not required
  • Field experience      leading inspection/maintenance/repair crew
  • Construction      Material Testing Certificate preferred 
  • Experience with Microsoft Office software (Word, Excel and Outlook)
  • Advance knowledge of web-based GIS interfaces and applications a plus 
  • Advanced knowledge of applicable codes and standards
  • EGLE Soil Erosion & Soil Control Certification Preferred
  • Basic understanding of the AutoCAD Civil3D platform and technology a plus
  • Must be willing to travel up to 100% in both urban and remote area
  • Excellent concentration and proofreading skills with strong attention to detail
  • Exceptional written, presentation, and interpersonal communication skills
  • Ability to work collaboratively in diverse teams including technical and non-technical personnel
