The Mission: High-Velocity Field Leadership & Contractor Governance

On behalf of our client, a premier leader in global telecommunications infrastructure, we are seeking a mobile, field-savvy Fiber Construction Manager. This position is a demanding, high-impact role requiring roughly 80% travel to active project sites across the Arizona market.


Our client is looking for a decisive field leader with deep technical knowledge of both Outside Plant (OSP) and Inside Plant (ISP) fiber construction. From initial constructability reviews and competitive bidding through physical punch-lists and final closeout, you will be the ultimate owner of the field footprint. You will manage multiple civil construction contractors simultaneously, ensuring that underground and aerial infrastructure is built safely, to exact specification, on time, and within budget.


Key Responsibilities

  • Subcontractor & Vendor Governance: Oversee site construction, manage project schedules, and hold multiple construction contractors accountable to rigid milestones. Negotiate field costs, manage change orders, and ensure competitive market rates for all civil work.
  • 80% Field Operations: Travel extensively to project sites to direct day-to-day construction activities, manage resource staging, and problem-solve real-time site constraints to keep the build moving.
  • Constructability & Bidding: Work hand in hand with fiber design engineers to conduct initial constructability reviews. Develop comprehensive Construction Bid Packages and run competitive bidding processes for subcontractors.
  • Permitting & Utility Coordination: Coordinate all construction activities with local and state agencies regarding right-of-way (ROW) permitting, municipal licensing, and joint-use utility pole/conduit attachments.
  • Safety & QA Enforcement: Act as the primary on-site safety observer and Quality Assurance representative, enforcing strict compliance with OSHA standards, National Electrical Safety Code (NESC), and corporate workmanship practices.
  • Logistics & Material Tracking: Manage the deployment of permit and construction plans while tracking the procurement and delivery of third-party materials to prevent field delays.
  • Data & Milestone Integrity: Ensure all active jobs are maintained in an internal project tracking system with complete accuracy. Provide crisp milestone updates to executive leadership and cross-functional project managers.


Required Qualifications & Experience

  • Experience: 1 to 3+ years of direct telecommunications construction experience, with a strong background in supervisory contractor construction management.
  • OSP/ISP Technical Literacy: Profound knowledge of Outside Plant construction techniques, encompassing both aerial line placement and underground/civil facility builds.
  • Safety & Regulatory Codes: Strong working knowledge of NESC, NEC, and OSHA safety frameworks.
  • Testing Familiarity: Basic familiarity with fiber network testing methodologies and equipment (such as OTDR, Optical Power Meters, Grounding/Bonding tests, and RF Sweep testing).
  • Software Competency: Proficient in using Microsoft Office (Excel, Visio, Word, and PowerPoint) alongside digital project tracking platforms.
  • Education: High school diploma or equivalent required; a 2-year technical degree or equivalent work experience is preferred. (A Bachelor of Science in Civil Engineering is highly desirable).
  • Logistics: Must possess a valid driver’s license and maintain a personal commitment to high-frequency travel (50% to 90% in the field), including potential on-call rotation involvement.


Preferred Qualifications

  • Active Project Management Professional (PMP) certification is a major plus.
