Qualis LLC is seeking a Proposal Manager to lead, develop, and write compelling proposals for complex Federal Government contracts. The ideal candidate will work from our corporate office in Huntsville, AL, collaborating with cross-functional teams, Subject Matter Experts (SMEs), and business development leaders to deliver high-scoring, compliant proposals. This role focuses on traditional technical proposal writing, leveraging modern collaboration and productivity tools to streamline workflows and maintain a competitive edge.


Essential Duties


  • Proposal Writing & Development: Draft clear, compliant, and persuasive executive summaries, technical narratives, and management plans.
  • SME Interviews: Collaborate with Subject Matter Experts (SMEs) to translate complex technical concepts into clear, high-level proposal content.
  • Compliance & Quality: Ensure all content strictly adheres to RFP instructions, evaluation criteria, and Federal Acquisition Regulations (FAR).
  • Content Repository Management: Maintain and update a repository of proposal content (boilerplate, past performance, templates) for efficient organization and reuse.
  • Market Research & BD Support: Conduct market research and support business development by updating opportunity databases and SharePoint trackers.
  • Corporate Communications: Assist with drafting internal and external materials (newsletters, press releases, marketing collateral) as needed.

Required Qualifications


  • Education: Bachelor’s degree in English, Communications, Technical Writing, Business, or a related field. A technical degree or background is a plus.
  • Experience: 3 to 5 years of experience in federal proposal writing or technical writing within the government contracting industry.
  • Methodology: Familiarity with Shipley or APMP proposal methodologies.
