Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Program Manager in support at Maxwell AFB, AL.


Key Responsibilities:
  • Provide overall program leadership, management, administration, and quality oversight for the Air Force Global College Instructional Management and Learning Support contract. 
  • Manage execution of program and instructional enhancement activities, including curriculum support, instructional design, advisory services, academic support functions, and special projects. 
  • Recruit, train, assess, and manage Subject Matter Experts (SMEs), instructional designers, advisors, and support personnel. 
  • Develop and maintain project plans, schedules, staffing strategies, budgets, milestones, risk registers, and performance metrics.
  • Coordinate program execution across government stakeholders, subcontractors, instructional teams, and support staff. 
  • Lead project kickoff meetings, monthly status reviews, and technical status meetings. 
  • Prepare and deliver Monthly Status Reports (MSRs), Project Management Plans (PMPs), quality documentation, and executive-level briefings. 
  • Monitor budget execution, schedule performance, staffing levels, and contract compliance requirements. 
  • Develop dashboards and reporting mechanisms that support executive decision-making and program visibility. 
  • Support transition planning, risk mitigation, knowledge transfer, and continuous process improvement initiatives. 
  • Ensure all program activities are completed in accordance with contract requirements, performance standards, and quality expectations.

Requirements

Minimum Qualifications:

  • Bachelor's degree in Business Administration, Program Management, Education, Organizational Leadership, Public Administration, or related field.
  • Minimum 10 years of experience managing complex federal, education, training, or professional services programs.
  • Experience leading cross-functional teams, subcontractors, and subject matter experts.
  • Demonstrated experience managing project budgets, schedules, resource planning, and performance reporting.
  • Experience developing management plans, status reports, and executive-level briefings.
  • Strong leadership, organizational, communication, and stakeholder management skills.
  • Ability to obtain and maintain required federal security and installation access credentials.
  • Must be an employee of the prime contractor. 
Preferred Qualifications:
  • PMP Certification or equivalent project/program management credential.
  • Master's degree in Business, Leadership, Public Administration, Education, or related field.
  • Experience supporting Department of Defense (DoD), Department of the Air Force, Air University, or Professional Military Education (PME) environments.
  • Experience managing educational development, curriculum modernization, learning transformation, or instructional enhancement initiatives.
  • Experience managing large-scale distributed workforce programs.
  • Proven success delivering projects on time and within budget while maintaining high customer satisfaction.
  • Experience developing executive dashboards and contract-level performance reporting.
