Responsibilities:

  • Provide oversight of strategy, technology, engagement and analytical agile teams responsible for the delivery of a complex enterprise geospatial and land use planning program.

  • Translate mission and business strategies into actionable plans; foster trusted partnerships with a variety of stakeholder groups to drive program success.

  • Engage with technical and non-technical stakeholders to elicit requirements, manage expectations, and communicate progress.

  • Lead the design and evolution of a tailored program management framework suited to the project's interdisciplinary scope.

  • Oversee hiring, onboarding, team development, and HR-related functions to build a high-performing program team.

  • Act as the primary client interface for managing schedules, budgets, program risks, and evolving technical priorities.

  • Coordinate all internal financial and contractual aspects of the program, including contract modifications, budget forecasting/reporting, and subcontractor management.

  • Develop a strong understanding of client mission, organization, and technology landscape to better understand how ICF can most effectively identify and address long-term enterprise needs.

What you must have:

  • Bachelor's degree or higher from an accredited institution.

  • 7+ years of experience delivering custom technical solutions in a federal, state, or local government context.

  • 4+ years experience managing multiple concurrent workstreams and leading large, cross-functional teams.

  • PMP certification (Project Management Institute).

  • Must be able to obtain and maintain Public Trust.

  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$130,631.00 - $222,072.00Puerto Rico Remote Office (PR99)
