Tech7 is seeking a Federal Procurement and Proposal Support Specialist to support federal procurement activities, proposal/RFP coordination, and internal contracts and procurement process development in a federal government contracting environment.

The Federal Procurement & Proposal Support Specialist is responsible for supporting procurement actions, proposal development and coordination, policy and SOP development, compliance documentation, and operational process support. The role will also provide administrative and operational support to senior contracts and subcontract management personnel supporting federal prime contracts and subcontract activities.

The ideal candidate is highly organized, detail-oriented, proactive, and capable of managing multiple priorities in a fast-paced government contracting environment. The successful candidate will demonstrate strong communication, documentation, and coordination skills, along with a working knowledge of federal procurement processes and government contracting operations.

This position offers a remote work location. Candidates for this role may be in Colorado Springs, Co or the Los Angeles, Ca area.

Key Responsibilities:

Proposal/RFP Management

  • Lead the end-to-end proposal development process for federal government solicitations, including RFIs, RFQs, RFPs, and Task Order responses.
  • Analyze solicitation requirements, evaluation criteria, statements of work (SOW), performance work statements (PWS), and compliance requirements.
  • Develop and manage project plans that keep teams aligned and key milestones on track; organize proposal teams, establish timelines, lead kickoff meetings, and follow up with contributors to keep the process moving
  • Coordinate with program managers, business development teams, contracts, pricing, technical SMEs, and executive leadership.
  • Ensure all proposal submissions comply with federal solicitation instructions, formatting standards, and submission requirements.
  • Maintain proposal documentation, version control, and proposal repositories.
  • Track amendments, Q&A responses, and solicitation updates throughout the RFP lifecycle.
  • Support post-submission activities including clarifications, discussions, BAFO responses, lessons learned and debriefs.
  • Track and maintain proposal status reports, procurement activity updates, action item logs, submission schedules, and pipeline reporting to ensure leadership visibility into active RFPs, procurement actions, deadlines, and proposal progress.

Procurement Support

  • Support day-to-day procurement and purchasing activities in accordance with company policies and federal contracting requirements.
  • Coordinate subcontractor and supplier proposal submissions, documentation collection, and compliance tracking activities.
  • Coordinate procurement and proposal-related communications with subcontractors, suppliers, and internal stakeholders.
  • Support supplier onboarding, registration, and procurement documentation management activities.
  • Track procurement actions, proposal schedules, deliverables, and internal deadlines to support timely submissions and program execution.
  • Assist with preparation of procurement-related reports, trackers, and status updates for internal stakeholders.
  • Assist with preparation of NDAs, Teaming Agreements, and related contractual documentation.
  • Maintain procurement templates, checklists, trackers, workflow documentation, and standard operating procedures.
  • Provide administrative and operational support to senior Contracts and Subcontracts personnel, including the Prime Contracts Manager and Subcontracts Manager.

SOP Development, Process Improvement & Compliance

  • Assist with development, implementation, and maintenance of procurement and contracts-related policies, procedures, templates, and SOPs.
  • Support continuous process improvement initiatives related to procurement operations, proposal management, compliance tracking, and documentation standards.
  • Assist with maintaining organized and audit-ready procurement, proposal, and contractual files.
  • Help ensure procurement and proposal activities align with company policies, contractual requirements, and federal compliance expectations.

Minimum Experience:

  • U.S. Citizenship required
  • Bachelor’s degree preferred
  • Three (3) to five (5) years of experience managing federal government proposals, procurement activities or business operations in a government contracting environment
  • Recent experience supporting federal proposal/RFP efforts, procurement operations, and contracts administration activities in a government contracting environment preferred

Preferred Skills & Experience:

  • Working knowledge of FAR, DFARS, and federal government contracting terminology and processes
  • Experience supporting proposal coordination, procurement documentation, and subcontract/contract administration activities
  • Demonstrated experience developing, implementing, and maintaining policies, procedures, SOPs, templates, process documentation, and workflow controls
  • Strong organizational, analytical, and administrative skills with exceptional attention to detail and accuracy
  • Strong written and verbal communication skills, including the ability to coordinate across multiple functional teams
  • Ability to manage multiple priorities and deadlines in a fast-paced environment
  • Experience supporting audit readiness, compliance documentation, or CPSR-related activities preferred
  • Proficiency with Microsoft Office products, including Excel, Word, and PowerPoint
  • Experience utilizing Deltek Costpoint or similar ERP/procurement systems preferred
  • Ability to work both independently and collaboratively while supporting senior Contracts and Subcontracts personnel
  • Adaptability and willingness to support evolving business, proposal, and program priorities as needed
  • Ability to travel on occasion

Clearance Requirement:

  • Ability to obtain or maintain up to a Top-Secret clearance.

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Annual Pay Transparency Range: $87,000.00 - $110,000.00
