What You Will Do:

The financial management consultant will be responsible for supporting budget and financial management projects for public health and healthcare agencies. They will incorporate program management, data analysis, communication, process improvement, and ongoing monitoring and evaluation best practices and techniques into the delivery of financial management consulting projects. As a Consultant, you will be a critical member of project workstreams and support client management, solution implementation, and generation of project results. This includes conducting qualitative and qualitative data analysis, preparing and communicating well-organized, effective reports, and supporting day-to-day operational meetings with client sponsors and consulting leaders.

  • Identify, develop, and implement improvements to existing financial management processes

  • Manage end-to-end budget processes and timelines in alignment with client requirements

  • Create, run, and analyze financial reports (e.g., budget planning and execution, ad hoc data requests)

  • Monitor and report on budget projections and funds expenditures

  • Provide support for data validation and verification of reports

  • Support internal controls development and maintenance

  • Support the development and maintenance of training materials (e.g., standard operating procedures, tools, templates, timelines) to document and/or improve budget and financial management processes


What You Will Need:
  • Bachelor's degree in Finance, Accounting, Business Administration, or other relevant area

  • Understanding of Federal financial management and budget lifecycle (e.g., spend plan development, budget execution and closeout activities, status of funds reporting)

  • 1+ year of relevant experience in finance and/or data analytics

  • Ability to obtain a Public Trust clearance (i.e. US citizenship required)

What Would Be Nice To Have:

  • Basic knowledge of AI tools to support efficient delivery

  • Experience supporting the Centers for Disease Control and Prevention

Experience in:

  • Cost Accounting/Cost Recovery: Demonstrated experience in working capital fund operations, full-cost modeling and rate development, cost allocation, and indirect cost structures.

  • Budget formulation and execution:Developing the agency's annual budget, which includes the use of appropriated funds and user fees and then managing its execution.

  • Financial management:Overseeing financial accountability, internal controls, and financial operations, including payroll and budget execution.

  • Financial analysis:Analyzing cost structures, performance trends, and resource use to ensure budgetary and programmatic goals are met.
