Position Summary

Reporting to the Senior Director Business Development, the Business Development Capture Manager will lead efforts to create, foster, and expand client relationships, with a strategic emphasis on securing contracts through the GSA One Acquisition Solution for Integrated Services Plus (OASIS+) vehicles and other GSA Schedules. This role requires deep familiarity and proven effectiveness in leveraging the full suite of GSA contract vehicles including but not limited to OASIS+, GSA Multiple Award Schedules (MAS), and related GWACs and IDIQs to maximize access to federal acquisition opportunities. The Business Development Manager will actively sponsor and oversee interactions to obtain government and commercial contracts, playing a pivotal role in developing and facilitating end-to-end capture processes tailored specifically to GSA Schedules and federal services procurement environments. Responsibilities include opportunity identification, business development, shaping capture strategies, developing win themes, analyzing budgets and pricing structures, providing proposal development inputs, and delivering client facing presentations specifically targeting OASIS+ contract opportunities and all relevant GSA schedule vehicles.

This position is based in Dayton, Ohio; remote work may be available depending on candidate qualifications.

Primary Duties/Responsibilities

  • OASIS+ & GSA Business Development: Lead identification, qualification, and pursuit of business opportunities specific to the OASIS+ contract portfolio and other GSA Schedules. Develop and execute capture strategies tailored to the unique requirements and advantages afforded by the GSA Schedules environment; actively guide opportunity identification, pipeline management, and proposal development for task orders and follow-on opportunities under OASIS+, MAS, and similar contract vehicles.
  • Sales Coordination: Plan and coordinate activities involving the sale of company’s professional services, solutions, software, and hardware, with a primary focus on federal markets, OASIS+ and GSA schedule-eligible eligible opportunities.
  • Market & Technology Awareness: Stay informed regarding technology advances, acquisition trends, and federal contract requirements relevant to OASIS+, GSA Schedules, and the sectors served by CDO. Leverage this intelligence to shape and influence business development strategies and position the organization to succeed within the GSA marketplace.
  • Capture & Proposal Management: Coordinate with other Business Development personnel, capture managers, and corporate staff in developing and submitting high quality responses to RFPs, RFIs, and Sources Sought Notices particularly on OASIS and related contracting vehicles.
  • Relationship Management: Establish and maintain on going, proactive client relationships with Department of Defense and Federal Civilian agencies utilizing OASIS+ as well as with teaming partners and key industry stakeholders. Act as the face of CDO to foster trust, resolve issues, and anticipate future client needs.
  • Pipeline Development & Tracking: Build and maintain a robust business development pipeline that supports assigned goals and is aligned with OASIS+, MAS, and other GSA schedule contract requirements and task order cycles. Maintain accurate records in CRM and generate pipeline status reports for management.
  • Status Reporting: Track, monitor, and report on all proposal and capture components related to pursuits under GSA Schedules, OASIS+, and related IDIQs, communicating key milestones, risks, and resource needs to leadership.
  • Process Improvement: Continuously assess and enhance business development and capture processes to ensure compliance, increase win probability, and maximize effectiveness in GSA Schedules (including OASIS+) and similar federal services environments..

Qualifications / Skills and Knowledge

  • Bachelor’s Degree in business, management, or technical discipline (Master’s preferred).
  • Minimum of five (5) years progressive experience in market analysis and business development of information systems and services, with demonstrable success within Department of Defense or Federal Civilian agencies. Must include experience with GSA Schedules such as OASIS, MAS, Alliant, or equivalent GWAC/IDIQ vehicles.
  • Direct experience working with GSA OASIS or similar federal contract vehicles, including proposal development, task order management, compliance, and acquisition lifecycle.
  • Proven ability to lead and participate in capture and proposal processes, including budgeting, win theme development, solution design, pricing, and delivery of compliant, compelling proposals.
  • Strong analytical, problem solving, and negotiation skills; adept at evaluating federal opportunities and shaping pursuits for highest win probability.
  • Superior written and oral communication skills, with demonstrated experience presenting to federal clients, teaming partners, and senior leadership.
  • Ability to manage multiple priorities in a fast paced environment, with outstanding interpersonal and relationship building skills.
  • Proficiency with CRM tools, federal opportunity portals (e.g., SAM.gov), and proposal management software.
