JOB INFORMATION Join the vibrant, community-minded team at Frederick County Public Libraries (FCPL). We are seeking a creative, energetic, and visionary individual to become part of our team. Located in Central Maryland between Washington D.C

Exempt; full-time; 40 hours per week; varying schedule during regular FCPL hours; full-benefits; position is subject to system wide re-assignment This position develops and manages digital and print collections for all ages, evaluates materials using data and community input, and makes cost-effective acquisition decisions within budgetary constraints. The position collaborates with staff, vendors, and community partners, monitors expenditures, and supports system-wide initiatives to ensure collections reflect diversity, equity, inclusion, and belonging while providing customer service and technical support for library resources. The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES Serve as the primary digital materials manager for the library system Evaluate and select digital resources and databases, ebooks, digital media, audiovisual materials, and print materials for customers of all ages Provide customer service to library staff and customers Evaluate and analyze the library digital collection, and make acquisition decisions using quantitative and qualitative data to ensure responsiveness to demand and community needs Ensure diversity, equity, inclusion, and belonging are reflected in digital library collections Collaborate with Library Collections team and outside vendors to acquire new digital resources and improve existing collections Assist the Library Collections Manager to prepare the annual materials budget recommendation Monitor expenditures and ensure effective use of budgeted funds Coordinate with Technical Services to assure effective acquisition, processing, and distribution of materials Respond to internal and external inquiries concerning the Library Collections policy and defend purchase and placement decisions using professional expertise Consult with branch managers, department managers, and staff to ensure effective selection of materials that meet community needs Review purchase suggestions from staff and community members to determine suitability for library collections Work with outside vendors to develop comprehensive opening day collections for new or expanded library branches Review local authors' donated materials for possible addition to the collection Provide technical support to staff and customers for digital resources Develop and conduct training for staff regarding collection management and library resources Attend trainings and review professional literature to remain knowledgeable about publishing trends, information dissemination, library services, digital resources, technology, and community interests Act as the expert on digital resources for the library system Collaborate with Community Engagement department and local community organizations and schools to align library collections with library and community goals Collaborate with the Library Communications team to highlight digital resources and collections Collaborate with Library Collections staff to determine best practices for efficient workflow and effective use of resources Collaborate with managers across the library system to ensure collections meet the needs of staff and customers Participate in system-wide workgroups and initiatives Manage projects for the library and collections Perform other related duties as required To perform this job successfully, an employee must be able to perform all essential functions satisfactorily. QUALIFICATIONS AND REQUIREMENTS The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Bachelor's degree from an accredited college or university 5 years of experience in library services or information management 2 years experience in selecting and/or recommending books and materials Substitutions for the above-listed required education and experience are a Master of Library Science degree (MLS) from an ALA accredited program with Professional Public Librarian certification from the Maryland State Department of Education or the ability to obtain certification within 6 months of hire with an MLS degree and 3 years of experience as described above, including 2 years of work experience in selecting or recommending books and materials. KNOWLEDGE, SKILLS, AND ABILITIES: A successful incumbent operating in this role displays the following: Ability to obtain and maintain Library Associate certification from the Maryland State Library Agency within 2 years from date of hire, plus willingness and ability to attend training sessions as applicable Knowledge of trends in the library, publishing, technology, education, and entertainment industries Knowledge of community interests and needs Knowledge of online and cloud based technologies Knowledge of basic statistical analysis Knowledge of current and classic library print and digital materials Skilled in budget allocation, purchasing, and procurement of library materials Skilled in customer service Skilled in evaluating and selecting library materials according to the Library Collections Policy Skilled in communication and public speaking Ability to manage budgets and finances Ability to manage effective workflows and projects independently PREFERENCE MAY BE GIVEN FOR: Additional professional work experience in a public library setting Experience evaluating and recommending electronic or digital resources Current Frederick County Public Libraries (FCPL) employee PHYSICAL REQUIREMENTS/WORKING CONDITIONS: While working in this position the employee is required to frequently sit, walk, and reach; occasionally lift up to 50 pounds While working in this position the employee is required to consistently work indoors; occasionally work outdoors and walk on uneven ground.
