GENERAL PURPOSE

Performs a variety of supervisory, skilled, semi-skilled and technical work in the airport Fixed Base Operations (FBO) including aircraft fueling, ground handling, facilities maintenance, customer service and operation of heavy equipment.

This position requires a full familiarization of airport Fixed Base Operations (FBO), general airfield maintenance, working knowledge of all airport equipment, use and proper communication of airport radio frequencies, use of multiple software systems, and

ability to work unsupervised, independently, and as part of team.

SUPERVISION RECEIVED:

Works under the general supervision of Airport FBO Line Service Senior Technician and Airport Manager.

SUPERVISION EXERCISED

This position may exercise supervision over assigned staff such as part-time employees, or contractors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.

Work schedules that include weekends, holidays and special events. Ability to perform emergency operation procedures and work closely with local City Police, Sheriff, Fire Department, State & Federal firefighters, FAA and TSA, to coordinate emergency response operations.

Track and Bill FBO related services.

Ordering of FBO related supplies.

Determine runway and taxiway conditions and issue reports to pilots using Digital Notice to Airmen (NOTAM) system and radio communications.Perform snow removal according to the Airport's Snow and Ice Control Plan, which include operation of heavy machinery (loaders, snowplow trucks, and snowblowers), hand shoveling and dispersing of ice melting compounds as needed.

Complete all ongoing training and maintain all required certifications as required by the FAA and City of Steamboat Springs.

Provide safety and operational training for part-time and new employees.

Maintain a high level of customer service to exceed industry standards.

Assist with the daily functions of the customer service counter.

Wear appropriate attire and clean, professional appearance at all times.

Maintain daily record keeping and handle cash and credit card transactions and is accountable for those transactions.

Communicate with aircraft and pilots in an advisory capacity to promote safety and awareness of hazards.

Maintain cleanliness and light-duty maintenance of all aircraft parking and tie-down areas.

Perform janitorial and light-duty maintenance of the Airport FBO building, and all associated facilities utilized by the FBO operations.

Operate all aircraft fueling vehicles and operations in accordance with Federal, State and local requirements and standards. Participate in continuing education and certification programs in fuel system safety and management and safety.

Assist in the operation and maintenance of all bulk fuel storage systems, and product inventory.

Perform the daily maintenance and cleaning of mobile re-fueling equipment, Airport's Courtesy Cars and other airport related equipment.

Perform daily fuel quality testing and record results.

Monitor and perform annual inspections and scheduled filter, separator and gasket replacement of fuel tanks and re-fueler systems.

Operate a variety of basic hand and/or power tools.

Adhere to safe work practices and procedures.

Attend and participate in staff meetings, safety meetings, and related activities, attend workshops, conferences and classes to increase knowledge and serve on committees as assigned.

Performs all duties in conformance with appropriate safety and security standards.

PERIPHERAL DUTIES

Perform various administrative duties as assigned/needed.

Perform all other duties and responsibilities as required.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

High school diploma or GED supplemented by two to four years of specialized training or on-the-job training in one or more of the following areas: construction, building maintenance, vehicle maintenance or grounds maintenance.

Necessary Knowledge, Skills and Abilities:

Knowledge of:

• Principles and practices in all aspects of FBO Operations.

• First Aid and applicable safety precautions.

• Microsoft Excel, Word, PowerPoint, and web- based applications.

• Equipment usage, materials and supplies used to do minor repairs.

• Practices, methods, equipment, tools, and materials used in building construction, alteration, repair, maintenance, and operation.

• General knowledge of control systems, mechanical equipment, power equipment, , sprinkler systems, energy management equipment, electrical systems and equipment, communications systems, and diagnostic equipment.

• Pertinent Federal, State, and local laws, codes and regulations.

• Safe driving, equipment and tool use principles and practices

• Principles and practices of working safely.

• Airport rules and regulations; Federal Aviation Administration (FAA) advisory circulars, airport self-inspection Program; navigational aids, weather reports, separation minimums, National Transportation Safety Board (NTSB) 830; Notices to Airmen (NOTAMs); aircraft operations and communications; runway conditions reports and runway lighting systems.

Ability to:

• Operate all types of equipment associated with aircraft operations, aircraft ground handling and airport maintenance programs preferred.

• Operate heavy and light equipment, including front-end loaders, snowplows, snowblowers and power take-off machinery.

• Conduct ongoing competitive analysis to include pricing, selling points and product offerings.

• Establish a culture that promotes safety through daily observation, training and documented safety procedures, monthly safety meetings, and routine audits.

• Identify key issues; creatively and strategically overcome changes or obstacles.

• Provide emergency repair service to disabled equipment.

• Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

• Develop, coordinate, and direct varied activities involved in an airport FBO; ability to establish and maintain effective working relationships with employees, airport manager, other agencies, participants, flight instructors, community leaders, and the general public; ability to communicate effectively orally and in writing; ability to plan and supervise the work of paid staff and volunteers.

PREFERRED CERTIFICATIONS

• Private or Commercial Pilot's License/Certificate or Military Aviator Rating.

• National Air Transportation Association Safety 1st, Fire Safety Training and Professional Line Service Training and/or Supervisor Training certification.

• Valid State of Colorado Commercial Driver's License.

TOOLS AND EQUIPMENT USED

Office equipment including copier, fax machine, personal computer etc. Various NAVAID, lighting equipment, and vehicles associated with airport operations, snow plow truck, pickup truck, mobile fuel trucks, front end loaders, and rotary snow plows. Various power tools and hand tools

Pay Range:

Offers will be negotiated based on each candidate's qualifications.
Merit:
This role is eligible for merit within our pay-for-performance philosophy via our annual performance review process. Hires after September 1st will take the next year's compensation data into account but would not be eligible for merit until the following year.
