Location: Stockton, CA
Experience Level: Mid–Senior (3–5 years required)
About Native C.O.R.E.
Native C.O.R.E. is a community-based outreach organization dedicated to serving and uplifting Native American individuals and families. Our work centers on culturally grounded outreach, referral to substance use disorder (SUD) services, homelessness support, prevention education, and community wellness. We operate with accountability, cultural humility, and a strong commitment to community trust.
Position Summary

This role requires someone who can lead people, enforce systems, manage complexity, and represent the organization with credibility internally and externally.
This is not an entry-level leadership role. The ideal candidate brings 3–5 years of progressive experience managing programs, staff, and partnerships, preferably in community-based, nonprofit, tribal, or public-health settings.
Key Responsibilities

  • Translate organizational goals into clear, actionable program plans with measurable outcomes.
  • Ensure all programs align with Native C.O.R.E.’s mission, cultural values, and funding requirements.
Staff Supervision & Development
  • Directly supervise program staff and provide clear expectations, accountability, and ongoing feedback.
  • Identify skill gaps and coordinate HR-approved trainings tailored to staff roles and experience levels.
  • Foster a professional, respectful, and collaborative work environment.
HR Partnership & Compliance
  • Work in close partnership with Human Resources to enforce and implement all HR policies and procedures.
  • Ensure staff compliance with local, state, and federal regulations.
  • Address performance issues promptly and appropriately, following established HR processes.
Operations & Availability
  • Maintain regular onsite presence during operating hours, community events, and special activities.
  • Serve as a visible leader who ensures smooth daily operations and rapid problem-solving when issues arise.
Community & Partnership Engagement
  • Build and sustain strong partnerships with tribal entities, local organizations, funders, and government agencies.
  • Represent Native C.O.R.E. professionally at community meetings, events, and collaborative forums.
  • Advocate for Native American community needs while maintaining organizational boundaries and professionalism.
Grants & Funding Support
  • Participate in grant research, development, and implementation aligned with Native C.O.R.E.’s objectives.
  • Support grant reporting and compliance in collaboration with Executive Management and Finance.
Evaluation & Quality Improvement
  • Establish and monitor program metrics to assess effectiveness and outcomes.
  • Use data and community feedback to guide program improvements and adjustments.
Budget Oversight
  • Develop and manage program budgets in collaboration with Finance, Executive Management, and HR.
  • Ensure responsible use of funds and alignment with funding and organizational priorities.
Required Qualifications
  • 3–5 years of experience in program management, supervision, or leadership roles.
  • Demonstrated experience supervising staff and managing community-based programs.
  • Strong understanding of outreach, prevention, or human-services programming.
  • Ability to enforce policies, manage accountability, and navigate complex interpersonal dynamics.
  • Excellent communication, organization, and problem-solving skills.
  • Commitment to serving Native American communities with respect and cultural awareness.
Preferred Qualifications
  • Experience working with Native American or Indigenous communities.
  • Background in nonprofit, tribal, public health, or behavioral health organizations.
  • Grant-funded program experience.
