  • The Director, Office National Capital Region Coordination (ONCRC) will aid FEMA's mission to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. In addition, the incumbent will direct the ONCRC's mission to convent, coordinate, and communicate within the NCR to synchronize and integrate homeland security and emergency management activities across the five mission areas of the National Preparedness Goal to achieve readiness against all hazards and threats. Specific responsibilities include but not limited to: Manages ONCRC by working in close coordination with homeland security, public safety, and emergency management authorities, including the jurisdictions represented at the Metropolitan Washington Council of Governments (MWCOG) and serves as the intermediary for homeland security, public safety projects, and activities within the NCR, Responsible for the oversight, policy, procedural development, and coordination of all ONCRC operations. Ensures appropriate and effective liaison and working relationship with all DHS and other cabinet level entities, enhancing effective working relationships, and intensifying the effectiveness of homeland security goals and objectives throughout the NCR. Serves as the NCR senior level liaison to recommend, interpret, implement, ensure compliance, and recommend action on DHS strategies, goals, and objectives across all levels of government. Continuously analyzes and recommends changes to policies and procedures to increase program efficiency, responsiveness, and regularly evaluates the effectiveness of ONCRC programs and operations based on feedback from internal and external partners and develops enhancements to improve service delivery, coordination capability, and overall effectiveness. Coordinates and ensures effective and efficient lines of communication within the NCR. Promulgates rules and directives and prescribes internal instructions for guidance of DHS/FEMA officials throughout the national capital area. Reports to the FEMA Administrator and develops plans and strategies based on department and agency policy and the needs of the jurisdictions and other federal departments and agencies within the NCR. Manages the administrative budget for ONCRC staff to include equipment, travel, and training requirements. Ensures team preparedness and response activities are fully coordinated both internally and with external entities and actively focuses outreach activities on planning and coordination processes with the State and local governments, regional authorities, and other Federal agencies to improve response readiness. Coordinates personnel assignments and specific team member issues as the first level supervisor for the assigned ONCRC Section Chiefs. Responsible for all team actions, preparation, and execution. Reviews all related policies, procedures, and standard operating procedures to ensure adequacy and compliance. Assesses the impact of Administration guidance and/or new legislation on ONCRC programs. Develops processes for realigning ONCRC's workload to meet new and/or changing program delivery requirements. Represents the ONCRC, the Office of the Administrator, FEMA, and DHS on major considerations within assigned areas at meetings, briefings, hearings, and conferences with key officials within and outside DHS/FEMA, such as Congress and Congressional Committees, White House, OMB officials, Governors, other Government officials, and professional organizations on a national and regional level. Serves as the primary advisor to Office of the Administrator executive leadership on the management and oversight of the ONCRC including the following areas: strategic planning; budget formulation and execution; contract administration; resource management; property accountability; personnel administration; information systems; and program delivery and operational support issues. Prepares and communicates performance plans and expectations, and rates performance of employees. Reviews and approves or disapproves leave requests. Approves staff training requests. Recommends team members for awards as appropriate. Takes disciplinary action as required. Leads, mentors, motivates, and develops a diverse collection of individuals and molds them into an efficient, effective, and professional team.
