SUMMARY: The Chief Inspector performs and oversees the inspection of aviation components and accessories in accordance with current technical data provided in Component Maintenance Manuals (CMMs), Service Bulletins (SBs), Service Information Letters (SILs), Airworthiness Directives (ADs), and established Quality Control procedures. The role ensures all operations remain compliant with the regulations of the FAA (14 CFR Part 145), EASA, UK CAA, Mexico (AFAC), and the AS9110C Aerospace Quality Management System standard.
DUTIES & RESPONSIBILITIES:
Responsibilities include, but are not limited to:
• Regulatory Compliance: Ensure all maintenance, repair, and inspection activities strictly adhere to FAA, EASA Part 145, UK CAA Part 145, and Mexico AFAC civil aviation regulations.
• Airworthiness Release: Conduct final inspections and sign off on return-to-service authorizations, including executing Dual or Triple Release Certifications (e.g., FAA Form 8130-3, EASA Form 1) in compliance with Bilateral Aviation Safety Agreements (BASA).
• Material Integrity: Oversee the Suspect Unapproved Parts (SUPs) and Counterfeit Parts Prevention programs in strict accordance with AS9110C standards.
• Safety & Human Factors: Integrate Human Factors (HF) principles and Safety Management System (SMS) requirements into the inspection environment to mitigate operational risks.
• Technical Documentation: Review, audit, and approve inspection checklists, work orders, operational sheets, and technical documentation for completeness and traceability.
• Discrepancy Resolution: Investigate, root-cause, and resolve non-conformances, discrepancies, or escapes identified during internal or regulatory audits.
• Mandatory Reporting: Manage and process Service Difficulty Reports (SDRs) and Mandatory Occurrence Reports (MORs) required by applicable international aviation authorities.
• Roster & Stamp Control: Maintain the Repair Station roster of supervisory and inspection personnel, ensuring stamp controls and inspection privileges are strictly governed.
• Mentorship & Training: Provide technical expertise, guidance, and required on-the-job training to inspectors and technicians regarding global regulatory standards.
MINIMUM REQUIREMENTS:
• Education/Experience: Bachelor’s degree OR an additional 3 years of specific aviation quality/maintenance experience in lieu of a degree.
• Work Experience: 5 years of quality control and/or inspection work experience within a certified Part 145 MRO facility.
• Language Proficiency: Must be able to read, write, speak, and understand the English language (per 14 CFR § 145.151 / 145.155 regulations).
• Certification: Hold an FAA Airframe & Powerplant (A&P) Certificate or a Certified Repairman certificate, with the necessary qualifications to be designated as Certifying Staff under EASA, UK CAA, and AFAC guidance.
• Quality Management Systems: Comprehensive understanding of AS9110C and ISO 9001 requirements, including experience with risk-based thinking and configuration management.
• Regulatory Knowledge: Deep familiarity with technical data (CMMs, ADs, SBs) and the distinct airworthiness release requirements of the FAA, EASA, UK CAA, and AFAC.
PREFERRED REQUIREMENTS:
• Education: Bachelor’s degree in Aviation Management, Aerospace Engineering, or a related field.
• Experience: 10+ years of experience within an Aviation MRO facility, with 6+ years specifically focused on multi-agency Quality Assurance/Quality Control operations.
• Credentials: Active FAA Airframe & Powerplant (A&P) Certificate with a history of dual/triple release authorization.
• Audit Experience: Proven experience hosting and responding to regulatory audits from the FAA, EASA, UK CAA, AFAC, and AS9110 registrars.
