Basic Purpose
Leads the development and integration of complex project schedules, cost control measures for large-scale project including design, development, and construction. Leads the development and maintenance of project reports which include schedule summaries, performance measurement, cash flows and status updates. Provides advanced expertise in scheduling, budgeting, and financial reporting to enhance project efficiency and accountability. Mentors junior team members, implements best practices, and collaborates with senior management to support strategic decision-making.

Essential Education, Skills, and Environment
Education and Work Experience
Bachelor's degree from an accredited school and 5 years of related work experience.

Candidates that do not possess a bachelor's degree must have a minimum of 9 years of related work experience.

Essential Duties and Responsibilities
Develops and manages Master Schedules
Leads the creation of comprehensive project schedules and integrates them into a master schedule, considering dependencies and resource allocations.
Oversees the development and implementation of schedule risk management strategies to anticipate and mitigate potential delays.

Develops Advanced Project Reporting and Analysis
Develops and maintains detailed project reports, including performance measurement, cash flows, and status updates.
Analyzes project performance data to provide insights and recommendations for cost-saving opportunities and efficiency improvements.
Prepares high-level presentations and reports for senior management and stakeholders.

Financial Controls and Budget Management
Establishes robust financial controls to ensure accuracy in project cost allocations and adherence to budgets.
Reviews and approves project budgets, cost estimates, and forecasts, ensuring alignment with financial objectives.

ERP System Management and Enhancement
Manages and enhances project information within the ERP system, including project initiation, maintenance, and closeout procedures.
Develops and implements new ERP system features, coordinates system testing, and documents enhancements for users.

Stakeholder Coordination and Communication 
Facilitates regular meetings with project managers, functional group leaders, and stakeholders to review project progress, address issues, and adjust schedules as necessary.
Provides expert advice and training to project teams on project controls best practices and system usage.

Compliance and Regulatory Support
Ensures all project activities comply with relevant regulations, policies, and standards.
Supports regulatory activities by compiling detailed project data and documentation for audits and variance analysis.

Continuous Improvement and Mentorship
Identifies opportunities for process improvements in project controls and implements best practices.
Mentors and trains junior project controls staff, fostering their professional growth and development.
