Located in Arcata, CA
Salary: $20.00 Plus DOE
Express Employment Professionals is seeking a dependable, organized, and customer-focused Property Manager to oversee the daily operations of affordable housing communities. This full-time position is primarily based at an apartment complex in Arcata, with periodic travel to a smaller property in Fortuna.
The primary work location will be the Arcata property. Travel to the Fortuna property is required as part of the position, and mileage reimbursement is provided for work-related travel between the Arcata and Fortuna properties.

Responsibilities
  • Review rental applications and maintain applicant waiting lists.
  • Show available apartment units to prospective residents.
  • Process applicant files in accordance with applicable affordable housing program requirements, including TCAC, HOME, HUD, USDA, and other program guidelines.
  • Prepare lease agreements and explain lease terms and community policies.
  • Collect rent, security deposits, and maintain accurate tenant records.
  • Coordinate annual resident recertifications and submit required documentation.
  • Conduct routine property inspections and identify maintenance needs.
  • Coordinate maintenance requests and vendor services to ensure timely unit turnover.
  • Address resident questions and concerns in a professional and respectful manner.
  • Prepare notices and assist with occupancy-related processes in accordance with applicable laws and company policies.
  • Help implement marketing efforts to reduce vacancies.
  • Coordinate resident events and community engagement activities.
  • Maintain accurate records and assist with audits and regulatory compliance.
  • Perform other job-related duties as assigned.

Qualifications
  • Previous property management experience preferred.
  • Bookkeeping or accounting experience is preferred.
  • Knowledge of affordable housing programs or landlord-tenant practices is a plus.
  • Strong written and verbal communication skills.
  • Excellent organizational and time management skills.
  • Ability to prioritize multiple responsibilities and work independently.
  • Proficiency with Microsoft Office, including Word and Excel.
  • Comfortable using internet-based software and property management systems.
  • Valid driver's license, reliable transportation, and the ability to travel between the Arcata and Fortuna properties as needed.
