Job description

Flexible Work Arrangement: Hybrid PJM Interconnection, L.L.C. (“PJM”) is the nation's first and largest Regional Transmission Organization (RTO), coordinating the movement of wholesale electricity and ensuring power system reliability across multiple states. The Analyst, FERC supports PJM's federal regulatory through policy analysis, research, stakeholder support, and development of policy recommendations. This role monitors developments at FERC across PJM's footprint and other involving other Regional Transmission Organizations and provides analytical insights to support regulatory engagement, strategic decision-making, and policy advocacy efforts. The Analyst works closely with Legal and Governmental Service team leadership, as well as PJM's Communications, Markets, Planning, and Operations teams to evaluate emerging FERC policy issues and assess their potential impact on PJM's mission and business objectives.

Essential Functions
  • Monitor and analyze Federal Energy Regulatory Commission (“FERC”) issuances, filings by other Regional Transmission Organizations, regulatory matters, and policy developments affecting PJM and the electric industry.
  • Research issues related to electricity markets, resource adequacy, transmission development, reliability, decarbonization, and grid modernization.
  • Assess potential business and operational impacts of proposed regulations and policy initiatives, and proposals by other Regional Transmission Organizations.
  • Develop recommendations and summaries for management review.
  • Track proceedings before FERC involving public utilities throughout PJM's footprint; maintain files and facilitate and assist in the management of FERC proceedings.
  • Monitor proposed regulatory filings, policy initiatives, and stakeholder activities.
  • Maintain regulatory tracking systems and reporting tools.
  • Prepare periodic reports and updates for internal stakeholders; prepare summaries/documents as requested.
  • Support interactions with FERC, Commissioner offices, agency staff, members, advocates, and industry organizations.
  • Assist in preparing briefing materials for meetings with policymakers and regulators.
  • Coordinate information requests and support stakeholder outreach efforts; attend internal and external meetings and hearings as requested.
  • Assist with conference participation, presentations, and external engagement activities.
  • Prepare policy briefs, issue papers, presentations, talking points, and executive summaries.
  • Develop analyses of emerging policy trends and industry developments.
  • Support preparation of testimony, comments, educational materials, and stakeholder communications.
  • Produce regular updates for leadership regarding key policy developments.
  • Collaborate with Legal, Governmental Services, Planning, Operations, Markets, and External Affairs teams to gather subject matter expertise.
  • Support development of consistent policy positions and messaging.
  • Provide assistance and support for PJM legal team in the stakeholder process, and in litigation and regulatory proceedings both at the state and federal levels; provide paralegal support functions.
  • Perform administrative tasks and responsibilities.
Characteristics and Qualifications
  • Required: Bachelor's degree in Public Policy, Political Science, Economics, Business Administration, Energy Policy, Law, or related field
  • At least 5 years of experience with analytical, research, writing, and presentation skills.
  • Experience reviewing and interpreting legislative and regulatory materials.
  • Ability to manage multiple projects and deadlines simultaneously.
  • Ability to produce high-quality work products with attention to detail.
  • Ability to visualize and solve complex problems
  • Experience using verbal and written communications skills
  • Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)
  • Preferred: Master's degree in Public Policy, Public Administration, Energy Policy, Economics, Business Administration, or related field.
  • Experience with state utility regulation or energy policy.
  • Familiarity with PJM markets, operations, planning functions, and stakeholder governance processes.
  • Knowledge of state legislative and regulatory processes.
  • Experience developing executive-level reports and policy briefings.
  • Experience with PJM operations, markets, and planning functions
