SALARY

$136,261 - $154,128

New hires may earn a salary ranging from the minimum to the midpoint of the pay scale, with education and experience taken into consideration.

ABOUT THIS ROLE

The Director of Talent Development (HR Director) leads the organization's integrated talent lifecycleโ€”unifying Talent Acquisition, Workforce Planning, and Learning & Development under one leader to shift HR from a reactive department into a proactive, strategic driver of organizational growth. Managing a workforce of 400+ staff, this role ensures the organization has the right people in the right roles at the right time to deliver exceptional permanent supportive housing services.

By building scalable learning systems and optimizing recruitment across diverse functions (including Finance, Real Estate, Services, and Operations), the Director creates clear career pathways and leadership pipelines. Grounded in data-driven workforce strategies, this leader ensures all talent initiatives are deeply aligned with the organization's core values of dignity, equity, and belonging, while embedding trauma-informed practices, compliance training, and continuous capability building across the entire employee lifecycle.

PRIMARY RESPONSIBILITIES

Strategic Talent Strategy & Workforce Planning

โ€ข Partner with CHRO and executive leadership to forecast talent needs tied to housing expansion, grant funding cycles, and program growth.

โ€ข Design and execute a comprehensive talent management framework that integrates workforce forecasting, succession planning, and internal mobility pathways.

โ€ข Align strategies with core organizational needs, to include frameworks that build scalable leadership pipelines, optimize across all departments, and ensure long-term workforce stability.

โ€ข Develop job architecture and career ladders for management and technical tracks across housing operations, resident services, and administration.

โ€ข Establish talent metrics and dashboards tracking recruitment effectiveness, time-to-fill, retention of high-potential employees, and leadership pipeline readiness.

Talent Acquisition Leadership

โ€ข Oversee full-cycle recruitment strategy for diverse, high-volume hiring across all organizational portfolios and business units.

โ€ข Strategic talent leader with proven success building scalable recruitment and learning systems in mission-driven organizations.

โ€ข Deep understanding of adult learning principles, instructional design, and trauma-informed training practices.

โ€ข Exceptional relationship builder who partners effectively with executive leadership, hiring managers, and frontline staff

โ€ข Data-driven decision maker who uses talent metrics to demonstrate organizational impact and ROI.Learning & Development Ecosystem

QUALIFICATIONS

โ€ข 10+ years of progressive experience in talent acquisition, learning & development, or organizational development, with 5+ years in leadership managing multiple functions.

โ€ข Proven success leading high-volume, diverse recruitment in nonprofit, public sector, corporate or housing organizations.

โ€ข Demonstrated experience designing and scaling learning & development programs with measurable business impact.

โ€ข Experience working with unionized workforces and grant-funded staffing requirements preferred.

โ€ข Track record building leadership pipelines and succession planning frameworks.

EDUCATION AND/OR LICENSING

โ€ข Bachelor's degree required in Human Resources, Organizational Development, Business Administration, Education, or related field; Master's preferred, or equivalent experience.

โ€ข Professional HR certification (SPHR, SHRM-SCP, PHR, SHRM-CP) preferred.

โ€ข Partner with Finance on grant-funded position planning and compliance with federal staffing requirements (HUD, etc.).

Learning & Development Ecosystem

โ€ข Provide strategic direction to Learning & Development Manager for comprehensive training programs including leadership development

โ€ข Embed organizational values, equity principles, and trauma-informed practices across all learning content and facilitation.

Leadership & Performance Development

โ€ข Partner with department leaders to identify high-potential talent and create individualized leadership development plans.

โ€ข Design and implement management training including coaching, performance management, conflict resolution, and inclusive leadership practices.

โ€ข Facilitate succession planning to ensure bench strength for critical roles across housing operations and resident services.

โ€ข Collaborate with Culture & Impact team to integrate belonging and psychological safety into leadership development curricula.

Technology & Continuous Improvement

โ€ข Oversee talent management technology including applicant tracking systems, learning management systems (LMS), and talent analytics platforms.

โ€ข Drive continuous improvement in recruitment processes, learning effectiveness, and talent outcomes through data analysis and feedback loops.

โ€ข Partner across People Operations to ensure seamless integration between recruitment, onboarding, HRIS data flows, and employee development systems.

This is a full-time position with benefits.
