Description

ProSource360 Consulting Services, Inc. is seeking a detail-oriented HR Analyst to support the Defense Health Agency (DHA) by providing human resources analysis, personnel management support, and workforce planning services. The HR Analyst will assist with federal HR operations, workforce reporting, policy interpretation, data analysis, and personnel actions while ensuring compliance with federal regulations and DHA policies.

The ideal candidate has experience supporting federal agencies, possesses strong analytical skills, and is proficient in HR information systems and Microsoft Office applications.

Key Responsibilities
  • Analyze and maintain personnel data, reports, and workforce metrics. 
  • Support civilian personnel actions throughout the employee lifecycle, including hiring, onboarding, promotions, reassignments, and separations. 
  • Review and process HR documentation for accuracy and compliance with federal regulations. 
  • Assist with workforce planning, staffing analysis, and organizational reporting. 
  • Prepare reports using HR systems and Microsoft Excel. 
  • Research and interpret federal HR laws, regulations, OPM guidance, and DHA policies. 
  • Monitor personnel transactions and ensure timely completion. 
  • Support recruitment and staffing initiatives. 
  • Coordinate with management regarding personnel actions and workforce requirements. 
  • Maintain confidential personnel records and sensitive information. 
  • Assist with policy development, standard operating procedures (SOPs), and process improvements. 
  • Participate in audits and provide documentation supporting compliance requirements. 
  • Perform additional HR-related duties as assigned. 

Requirements

Minimum Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field. 
  • 3+ years of human resources experience. 
  • Experience supporting a federal agency or government contractor preferred. 
  • Knowledge of federal HR policies, regulations, and personnel processes. 
  • Strong analytical and problem-solving skills. 
  • Excellent written and verbal communication skills. 
  • Advanced Microsoft Excel skills (pivot tables, formulas, reporting). 
  • Experience with Microsoft Office Suite. 
  • Ability to manage multiple priorities in a fast-paced environment. 
Preferred Qualifications
  • Experience supporting the Defense Health Agency (DHA), Department of Defense (DoD), or other federal agencies. 
  • Familiarity with: 
    • OPM regulations 
    • USA Staffing 
    • Defense Civilian Personnel Advisory Service (DCPAS) 
    • GRB Platform 
    • HRConnect 
    • EHRI 
  • Knowledge of federal staffing, classification, position management, and personnel processing. 
  • Experience preparing workforce analytics and executive-level reports. 
  • Active Public Trust or Secret Clearance (preferred).
