Job description

MTSI is seeking a Flight Test Manager Subject Matter Expert in Dayton Ohio. This position will require the candidate to provide test management support for new and ongoing flight test projects being executed by an Air Force Lifecycle Management Center Special (AFLCMC) Program Management Office (PMO) located at Wright-Patterson AFB (WPAFB) OH. The successful candidate shall have experience in and mastery of developing, planning, resourcing, managing, executing, analyzing, and reporting on aircraft system and subsystem flight test. The ideal candidate shall have a strong background in testing aircraft electronic warfare systems and subsystems. The candidate shall have experience working on and/or with the Nevada Test and Training Range (NTTR) organizations and personnel in supporting and executing flight and ground testing. The candidate shall also have experience working with highly classified communications (IT systems). The candidate must be able to work independently with limited to no supervision and must be mission focused in completing required support. The candidate will be required to provide the following tasks.
Responsibilities:
  • Manage and support in executing all program test activities, including the planning, execution, analysis and reporting of ground and flight test projects and programs on behalf of the PMO Chief of Test.
  • Coordinate and support flight and ground test operations on the NTTR to include scheduling, logistics, and execution.
  • Coordinate and support in the logistical planning, movement, and security (shipping and transportation) of test resources (system under test (SUT) and SUT support equipment) and test support personnel throughout the US.
  • Coordinate with security functional leads in acquiring required accesses to test locations, materials, and programs for vendor and test community personnel.
  • From time to time, work in austere locations with limited communications access.
  • Coordinate and establish secure Video Teleconferences (VTC) with multiple Test Integrated Product Team organizations and members.
  • Provide support to the WPAFB and local IT functional experts in maintaining secure IT systems and networks.
  • Update and manage all program office test documentation, including test plans, test priorities, test schedules, test memorandums, and test reports.
  • Assist in coordinating and hosting (facilities, security, access) large test planning working groups, logistical requirements working groups, and other technical interchanges.
  • Provide day-to-day interactions between the PMO and supporting test, intelligence, and technology organizations.
  • Apply systems engineering, test engineering, and test operations expertise to projects and program challenges, and advise project leads and project engineers on all matters of test engineering as it applies to highly technical program office efforts.
  • Support the Program Senior Material Leader and support staff from time to time at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events.
  • Manage interactions and cultivate relationships between the program office, supporting government offices, other contractors, and higher headquarters mid to upper-level staff.

Qualifications:
  • Possess a minimum of 20 years of relevant Department of Defense (DoD) work/test experience
  • Have no less than three (3) years' experience in a Special Access Program (SAP) and/or Sensitive Compartmented Information (SCI) environment within the last five (5) years
  • A Master of Arts/Master of Science/Master of Engineering MA/MS/ME degree
  • Highly desired, but not required: Graduate of the USAF (or other Service) Test Pilot School or Weapons School

Security Clearance:
  • Top-Secret Security Clearance with ability to obtain SCI
  • U.S. Citizenship
