Job description

Location: Hagerstown, MD

Schedule: Full-Time - 40 hours weekly - M-F but may include Saturday work

Hourly Rate: $21:00/hour

This position is responsible for:

Planning and directing the center-wide program services with broad oversight of program activities. Plans, develop, trains and provide daily supervision of program operations, volunteers and staff. Performs and monitors a variety of programmatic administrative duties to support program operations. Ensures all programs are operated in a safe manner and positively impact the lives of youth through activities and services that measurably and progressively move youth individually to attain positive outcomes. May be required to transport youth center members and staff to/from center and approved activities and events.

Participates in the Salvation Army’s ministry advancement by collaborating with the Salvation Army Officers to ensure Red Shield Youth Centers provide an engaging, enriching and empowering environment where youth develop Christ-like character, preparing them to become tomorrow’s leaders.

Key Responsibilities:

  • Ensures compliance with all designated tier Operational and Safe from Harm Standards of the Red Shield’s Youth Centers by executing all programs and activities with a high level of quality and demonstrates a commitment to driving impact and demonstrating outcomes that drive change.
  • Plans and supervises the administration and analysis of center-wide program curriculum and activities that support The Salvation Army Red Shield Youth Centers Youth Development Strategy; ensures that programs are safe and drive outcomes; establishes objectives consistent with organizational goals and missions.
  • Plans, implements, administers, evaluates and supervises a variety of programs including monitoring program content, activities, resources, and training at each Center site; ensures the completion of required reports [particularly for grant/restricted funded programs]; and prepare any required interagency reports.
  • Conduct regular meetings with the Site Director to establish program and training needs.
  • Collaborates with the Site Director to coordinate the onboarding and training of staff on an ongoing basis to ensure a prepared and engaged program staff to meet current needs of youth and funding requirements.
  • Assists in planning and implementing staff development and training program in collaboration with the Site Director and the Center team.
  • Assists Site Director in building and maintaining partnerships with other youth-serving organizations, youth, parents, families, and community organizations.
  • Oversee the provision of day-to-day program activities in accordance with established standards and goals.
  • Ensures the accuracy, integrity and security of all program data and memberships.
  • Ensure that youth are encouraged to participate in a variety of program areas/activities and receive instruction and constructive feedback to develop skills in program areas, such as Health & PE.
  • Demonstrates leadership to assure conduct, safety and development of youth.
  • Maintains center-wide program goals and settings that ensure the health and safety of youth. Ensures that staff understand and effectively communicate standards of program; that they ensure program areas are safe, well ventilated, and well lit; and that equipment is maintained in good working condition.
  • Ensures the evaluation of programs on a continual basis and ensures programs/activities respond to youth needs.
  • Participates in the development, implementation, and monitoring of the center’s annual budget, ensuring that organizational-wide programs and activities are operated within established budgetary guidelines.
  • Monitors and ensures proper recordkeeping and reporting including activities and events conducted, breakdowns of daily participation figures, notable achievements and any problems/issues.
  • Collaborate with Site Director monthly to review and update the supplies, equipment, and curriculum needed to carry out programs safely and effectively.
  • Assists Center leaders in developing collaborative partnerships with other youth serving organizations, youth, parents, families, and community organizations.
  • Collaborates with the Center leaders to increase visibility of center programs via posting of daily schedule, announcements of upcoming events and the dissemination of timely information for the development of advertising and promotion through mailings, fliers, and media releases.
  • Manages the program staff required to carry out the functions of the programs and responsibilities of the position; manages staff hours and work schedules; supports and responds to staff to meet their daily needs.
  • Collaborate with the Site Director and Human Resources to identify and recruit personnel to limit vacancies and to screen and select personnel to meet program needs with budget expectations.
  • With the support of the Site Director, onboards and trains staff on an ongoing basis to ensure a prepared and engaged program staff to meet current needs of youth and funding requirements.
  • Prepares and supports managers in their role as leaders and managers of teams of workers.
  • Ensure regular and consistent review of staff performance to recognize, correct and address staff performance; collaborate with the Site Director, identify and address potential discipline and guidance needs with staff.
  • Ensures consistent and regular implementation of policy and procedure with all personnel.
  • May be responsible for safely transporting center members and staff to or from school, activities or programs as approved by the Director of Program Services or Site Director, and is responsible for the proper reporting of maintenance, cleanliness, and safety needs of the assigned vehicle.
  • Occasionally oversees special programs and/or events and/or participates in the implementation of other activities as necessary. 
  • Occasionally consults with parents concerning youth and center issues.
  • Coordinates and collaborates with all areas of the center and senior leadership team to be successful in this position.
  • Maintains close, daily contact with Center staff, Center youth and supervisor to receive/provide information, discuss issues, explain or interpret guidelines/instructions: instruct and advise/counsel.
  • Maintains contact as needed with external community groups, schools, members’ parents and others to assist in resolving conflicts.

Physical Requirements and Working Conditions

  • Ability to perform a variety of physical activities on a regular basis requiring constant motion (standing, walking, bending, squatting, climbing, reaching, pushing/pulling and hand-eye coordination) necessary to lead and participate in a variety of youth programming and physical activities.
  • Ability to lift (or obtain assistance lifting) moderately heavy (30-60 lbs.) program equipment following appropriate safety precautions.
  • Ability to express or exchange ideas by means of spoken words, communicating orally with others accurately and clearly.
  • Ability to drive an approved vehicle to transport youth center staff and members in a safe manner obeying all driving requirements and standards.
  • Frequently spend time in intense concentration reviewing and entering information into computer.
  • Ability to communicate with individuals utilizing a telephone, computer, or other electronic device.
  • Ability to express or exchange ideas by means of spoken words, communicating orally with others accurately and clearly.
  • Requires travel and driving program participants within the community and to participate in off-site Center events.
  • This job is performed in a youth center environment and out in the community. Time is also spent at facilities similar to youth recreational facility or community center. The noise level in the work environment is usually moderate and at times loud. Work sites are often located in low-income areas and challenging neighborhoods.

Position requires employees to occasionally work with challenging youth and family members: 

  • Speak with or assist with upset parents/guardians.
  • Occasionally to frequently speak with upset external partners or community members.
  • May be exposed to emotional outbursts from youth or their family members and may be exposed to germs and children who are ill.

Education and Experience:

  • Bachelor's degree from an accredited college or university in a related field; And
  • Two (2) years’ work experience planning and supervising activities based on the developmental needs of young people; Or
  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Position requires regular business hours, afternoon, evening, nights, and weekends as needed to provide oversight to programs, attend events and address urgent matters.

Licenses & Certifications:

  • Valid State Driver’s License, required.
  • Must be able to obtain CPR and First Aid certification.
