Title: Program Manager

Location: Silver Spring, MD
Employment Type: Full-Time
Contract: 5-Year Federal Contract
Position Overview
NOAA's National Sea Grant Office is seeking a Program Manager to provide administrative, grants management, program coordination, and technical support for national Sea Grant programs. This position will support the full lifecycle of federal grant administration, national funding competitions, fellowship operations, program evaluation, stakeholder engagement, and reporting activities. The ideal candidate is an organized project professional with experience supporting federal programs, grants, contracts, or large multi-stakeholder initiatives.
This is not a senior-level Project Manager position. The role is best suited for candidates with solid program coordination and federal grants administration experience who can effectively manage multiple priorities while ensuring compliance with government requirements.
Key ResponsibilitiesGrant Lifecycle Administration
  • Support the complete administrative lifecycle of federal grant programs from application receipt through award closeout.
  • Review grant applications for administrative completeness and compliance with program requirements.
  • Coordinate grant competition activities and maintain application documentation.
  • Prepare draft National Environmental Policy Act (NEPA) documentation for Government review.
  • Assist with grant award processing and post-award administration.
  • Monitor grant activities and respond to grantee inquiries.
  • Draft recommendations and proposed resolutions related to grant administration and technical assistance requests.
National Grant Competition Support
  • Coordinate logistics for national funding competitions.
  • Identify and recommend subject matter experts for proposal review panels.
  • Schedule and facilitate proposal review meetings and evaluation activities.
  • Track reviewer participation and competition documentation.
  • Draft preliminary award and non-award notification letters for Government review.
Program & Fellowship Coordination
  • Coordinate day-to-day activities supporting NOAA Sea Grant programs and fellowship initiatives.
  • Organize professional development events, workshops, and training opportunities.
  • Support mentor-fellow relationships and fellowship program administration.
  • Develop communication materials for fellows, mentors, and stakeholders.
  • Recommend solutions for fellowship-related operational challenges.
Technical Program Support
  • Provide technical coordination and program support in the following focus areas:
    • Fisheries
    • Aquaculture
    • Coastal and Marine Ecosystems
    • Resilient Communities and Economies
    • Environmental Literacy
    • Workforce Development
  • Coordinate with NOAA staff, Sea Grant programs, academic institutions, and external partners.
Program Evaluation & Reporting
  • Conduct research, collect program data, and perform analysis to evaluate program performance.
  • Prepare planning documents, implementation plans, progress reports, and final reports.
  • Support performance measurement and continuous program improvement initiatives.
  • Deliver reports in accordance with Government schedules and quality standards.
Compliance & Program Administration
  • Ensure all grant administration, competition management, program execution, and evaluation activities comply with applicable federal regulations and NOAA requirements.
  • Maintain accurate program records and documentation.
  • Track deliverables, deadlines, and compliance milestones.
Communications & Outreach
  • Develop communication materials for internal and external audiences.
  • Coordinate dissemination of information to:
    • National Sea Grant Office
    • National Sea Grant Network
    • NOAA organizations
    • Academic institutions
    • Scientific community
    • Public stakeholders
  • Ensure communications comply with NOAA policies, branding, and accessibility standards.
Stakeholder & Program Liaison
  • Represent the National Sea Grant Office during designated meetings, workshops, conferences, and partnership activities.
  • Coordinate with federal, academic, and external stakeholders.
  • Prepare meeting summaries and attendance reports following each event.
Database & Data Management
  • Reconcile program information within the Sea Grant PIER database against source documentation.
  • Validate data accuracy and completeness.
  • Prepare reconciliation reports confirming database integrity.
Required QualificationsEducation
  • Bachelor's degree in Business Administration, Management, Public Administration, Environmental Science, Marine Science, or a related field.
Experience
  • Minimum 5 years of experience supporting federal programs, grants administration, project coordination, contracts, or program management.
  • Experience working with federal agencies or federally funded programs is strongly preferred.
  • Experience coordinating multiple projects with competing priorities.
  • Experience preparing reports, presentations, and program documentation.
  • Experience working with grants, cooperative agreements, or federal funding programs is highly desirable.
