SOSi is searching for a dynamic Project Manager / Exercise Planner to help drive missioncritical operations in Honolulu, Hawaii. This role sits at the intersection of cuttingedge network design, global secure access, and largescale military exercise execution-directly enabling USINDOPACOM's Command and Control (C2) operations across the Pacific. From architecting resilient network infrastructures to orchestrating complex joint exercises, this position plays a pivotal role in solving highimpact technical challenges that support one of the most geographically diverse missions in the world.

Essential Job Duties

The Exercise Communications / Project Manager supports the planning, coordination, integration, and execution of capabilities in support of Joint, Coalition, and Combined exercises throughout the INDOPACOM Area of Responsibility.

This position operates at the intersection of exercise planning, enterprise information technology, communications infrastructure, stakeholder engagement, and project management. The Exercise Planner advises on Communications / IT Plans and works directly with USINDOPACOM exercise planners, operational stakeholders, engineers, cybersecurity personnel, architects, field service representatives, and leadership to ensure operational requirements are translated into executable technical solutions and delivered in support of mission objectives.

The position requires demonstrated experience supporting Joint Event Life Cycle (JELC) activities as well as a working knowledge of theater-level communications infrastructure, enterprise networking concepts, architectures, and coalition information sharing capabilities. The individual serves as an integration point between operational planning efforts and technical execution activities, ensuring requirements are identified, refined, prioritized, coordinated, and delivered across multiple organizations.

Exercise Planning and Execution (Primary)

  • Coordinate and execute Communications and IT-related JELC planning activities across multiple exercises.
  • Coordinate directly with J637, service components, and coalition partners.
  • Plan and support:
    • IPCs, MPCs, FPCs.
    • Site surveys and technical exchanges.
    • Execution and After-Action Reviews (AARs).
    • Ensure alignment between exercise objectives and enterprise communications, networking, cybersecurity, and Mission Partner Environment capabilities.

Requirement Integration and Prioritization

  • Capture, validate, refine, and prioritize communications, network, cybersecurity, and requirements supporting Joint and Coalition operations.
  • Deconflict and prioritize requirements across simultaneous exercises and regions.
  • Coordinate with Integrated Product Teams (IPTs) to ensure delivery alignment.
  • Identify gaps, risks, and dependencies early and drive resolution.

Enterprise Communications and Network Integration

  • Advise operational planners on enterprise communications and information sharing capabilities supporting Joint, Coalition, and Combined operations.
  • Coordinate integration of IMN, CENTRIXS, FVEY, and other coalition information sharing capabilities into exercise design and execution.
  • Understand and assess impacts to theater communications infrastructure supporting exercise and operational requirements.
  • Coordinate with engineering, cybersecurity, architecture, and operations teams to translate exercise requirements into executable technical solutions.
  • Identify infrastructure, transport, network, and cybersecurity dependencies affecting exercise execution.
  • Support development and review of communications architectures, network designs, technical exchange agreements, and implementation plans.
  • Provide operational feedback to technical teams regarding capability gaps, risks, and mission impacts.

Project and Delivery Oversight (Secondary)

  • Manage execution timelines, milestones, and deliverables tied to exercise support.
  • Interface with other exercise planners and project managers, engineers, and field teams to track progress.
  • Ensure delivery aligns with operational timelines and mission priorities.
  • Support development of:
    • ROMs, LOMs, and As-Designed solutions.
    • Status updates and leadership briefings.

Stakeholder Engagement

  • Engage with INDOPACOM, Component Command, Service, and Coalition stakeholders to coordinate requirements, priorities, and delivery of communications and IT capabilities.
  • Lead and facilitate working groups, planning sessions, and coordination meetings.
  • Provide clear, actionable updates to both technical and non-technical audiences.
Qualifications

Minimum Requirements

  • Active in-scope TOP SECRET clearance with SCI eligibility.
  • Demonstrated experience leading JELC-based exercise planning.
  • PMP certification or ability to obtain within 6 months.
  • Minimum 5+ years supporting:
    • Military exercises.
    • Operational planning or coordination.
  • Minimum 3+ years supporting one or more of the following:
    • Enterprise IT operations.
    • Network engineering.
    • Communications planning.
    • Information assurance/cybersecurity.
  • Strong understanding of:
    • INDOPACOM operational environment.
    • Enterprise and theater communications infrastructure.
    • Coalition networks and mission partner integration.
    • Enterprise networking concepts including routing, switching, transport, firewalls, and network services.
    • IMN, CENTRIXS, FVEY, and coalition information-sharing architectures.
    • Enterprise IT service delivery and operational support concepts.
  • Demonstrated ability to communicate effectively with both operational planners and technical personnel, translating mission requirements into executable engineering and network solutions.
  • Demonstrated ability to coordinate across engineering, cybersecurity, operations, and customer organizations to achieve mission outcomes.
  • Proven ability to operate in high-tempo, ambiguous environments.
  • Strong communication and stakeholder management skills.

  • Agile experience (Scrum Master, Product Owner, SAFe, etc.)
  • Familiarity with:
    • IMN, CENTRIXS environments
    • RMF / ATO processes
  • Prior experience supporting:
    • RIMPAC, Keen Edge, Keen Sword, Balikatan, Yama Sakura, and any other Indo-Pacific theater level Exercises
