Job description

About the opportunity
Design and execute the evidence-collection, coding, validation, and synthesis system for a national maternal-health portfolio review.
What you will own
  • Develop the evaluation framework, data-collection protocols, codebook, sampling logic, and analytic plan.
  • Lead qualitative analysis, triangulation, inter-rater controls, evidence-strength judgments, and limitations.
  • Connect document, interview, listening-session, and geographic evidence.
  • Produce auditable methods and findings suitable for federal review.
Required qualifications
  • 7+ years leading program evaluation or applied qualitative/mixed-methods research.
  • Hands-on protocol, interview-guide, codebook, thematic-analysis, validation, and synthesis experience.
  • Strong technical writing and defensible research-quality controls.
Preferred qualifications
  • Maternal-health, HRSA/HHS, implementation-science, or health-equity experience.
  • NVivo, Dedoose, MAXQDA, or comparable structured analysis tools.
How your qualifications will be evaluated
40% evaluation/qualitative methods; 30% health-program relevance; 30% demonstrated accomplishments, scale, and accepted deliverables.
Your application should prove
  • Your personal role—not only the team’s capability.
  • The mission setting and methods used.
  • Scale in states, programs, participants, datasets, sessions, or deliverables.
  • A concrete result, accepted product, or decision influenced.
Application package
Submit a tailored résumé, three to five accomplishment bullets, one non-confidential work sample or comparable-product description, and confirmation of availability. Do not include protected health information or proprietary customer material.
Employment conditions
This opening is contingent on contract award, final labor mix and pricing, eligibility and suitability requirements when applicable, and customer acceptance. The employer will provide the final benefits summary. Reasonable accommodations and equal-employment protections apply under applicable law.
