The role of an Estimating Controls Manager will be a member of the Project Controls Group under the Foundry Construction and Sourcing organization. They are responsible for providing all estimating support for global capital projects supporting Technology Development TD, Foundry Construction and Sourcing, Corporate world class technical talent to join our team. The Estimator is a key member of the project execution team, strategic team and global support. This position is for the Ohio Estimating Controls Manager overseeing construction estimating projects in the Ohio Region. This position will be responsible for leading the estimating charter on all assigned capital programs within this region. This is a new site and will require a hybrid working model (4 days per week onsite). This includes, ensuring estimating policies and procedures are understood, used, and executed, alignment with stakeholders across business units, assist in updating or defining policies and procedures, support site management forums including the Design Review Meetings and Strategic Meetings, managing all 3rd party support and controls procedures, developing detailed estimating plans for each projects, defining the strategic plan and tactical plans to grow and improve the estimating, and support the bridging between all project support groups. In addition, will manage the formal risk assessments [AC2.1][JC2.2]and trending processes on each project to ensure consistency across projects.
Estimator responsibilities include but are not limited to:

  • The Estimating Controls Manager will be responsible for supporting all estimating services on assigned construction projects, including milestone estimates for each phase of the projects,

  • The Estimator Controls Manager will play a critical role on the project team, supporting the development and alignment of problem statements and initiatives while assessing their impact on cost and schedule.

  • Lead and manage estimating scope and cost across a broad portfolio to support manufacturing delivery.

  • Aligns strategic cost initiatives and goals with all stakeholders including Technology Development , Manufacturing and Project Controls Management.

  • Manage third-party Quantity Surveying and Estimating firms, ensuring high-quality service delivery, adherence to agreed deliverables, and performance evaluation.

  • Ensure estimating policies and procedures are consistently applied and adhere to internal standards.

  • Review and validate construction cost estimates prepared by third-party estimating firms to ensure accuracy and compliance.

  • Prepare and deliver presentations to executive management and key stakeholders.

  • Conduct local market research to stay on top of industry trends.

  • Establish and lead the trend log process to capture evolving changes in design, market conditions, execution, and procurement.

  • Lead and develop project risk assessments, ensuring estimates accurately reflect the most probable cost outcomes.

  • Travel as needed to support project initiatives and field validations

  • Maintain close coordination and communication with other Project Controls team members to accurately report project financial status.

Qualifications:

Minimum qualifications are required to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates. Requirements listed would be obtained through a combination of industry relevant job experience, internship experiences and or schoolwork/classes/research. This position is not eligible for immigration sponsorship.

Minimum Qualifications:

  • Candidate must possess a Bachelor's degree in Quantity Surveying, Construction Management, Management, Engineering, other related fields or equivalent work experience and training.

  • 6+ years of experience in construction, construction estimating, cost engineering, project management, or design engineering

  • 2+ years of experience in Semiconductor Industry, Petro-Chemical, Refineries, Pulp and Paper, other Heavy Industrial industry or other related high tech experience.

Preferred Qualifications:

  • Well versed in all construction disciplines

  • Professional certifications such as RICS or AACE
