Job Summary
The Department of Mental Health, Substance Abuse and Developmental Services (MHSADS) is seeking a Program Manager, Outcomes & Evaluations to provide leadership and oversight of the Department's Outcomes & Evaluations program.
This position is responsible for overseeing the collection, analysis, interpretation, and reporting of data used to support operational decision-making, quality improvement initiatives, performance management activities, and local, state, and federal reporting requirements. The Program Manager supervises Outcomes & Evaluations staff and works closely with Department leadership, program staff, information technology staff, and external stakeholders to support continuous quality improvement efforts and program effectiveness.
In this role, you will:
  • Guide and support the development of performance measures, outcomes reporting, and program evaluation activities across the Department.
  • Oversee the collection, validation, analysis, and reporting of behavioral health, developmental services, and operational data.
  • Develop and maintain dashboards, reports, surveys, and other tools used to monitor performance, quality, access to services, and outcomes.
  • Support Department-wide quality improvement initiatives by identifying trends, service gaps, and opportunities for improvement.
  • Coordinate required reporting and data submissions to County, State, and Federal agencies.
  • Monitor performance indicators and translate data into meaningful information to support management decision-making.
  • Research and remain current on best practices and emerging trends related to behavioral health data, performance measurement, quality improvement, and outcomes evaluation.
  • Provide technical assistance and consultation to Department staff regarding data collection, reporting requirements, performance measures, and evaluation activities.
  • Supervise and develop Outcomes & Evaluations staff.
  • Manage program resources, budget activities, and assigned projects related to the Outcomes & Evaluations program.
  • Assist with management of contracts and vendor relationships supporting data, reporting, and evaluation activities.
  • Represent the Department on local, regional, and state committees, workgroups, and initiatives related to behavioral health data, quality improvement, and performance measurement.
Hiring salary is commensurate with experience.
Minimum Qualifications
Bachelor's degree in Public Health, Business Analytics, Data Analytics, Statistics, Healthcare Administration, Social Work, Public Administration, Information Systems, or a related field and five (5) years of professional experience conducting data analysis, program evaluation, performance measurement, quality improvement, or related work, including one (1) year of supervisory or team lead experience, or equivalent combination of education and experience.
Preferred Qualifications:
  • Master's degree in Public Health, Business Analytics, Data Analytics, Statistics, Healthcare Administration, Social Work, Public Administration, or a related field.
  • Experience working within behavioral health, healthcare, public health, human services, or local government environments.
  • Knowledge of Virginia Department of Behavioral Health and Developmental Services (DBHDS), Medicaid, and behavioral health reporting requirements.
  • Experience with electronic health record systems and healthcare data reporting.
  • Experience with business intelligence and data visualization tools such as Microsoft Power BI or similar software.
  • Experience supporting quality improvement, performance management, or outcomes measurement initiatives.
  • Strong analytical and quantitative skills.
  • Experience analyzing large and complex datasets.
  • Ability to communicate technical information to both technical and non-technical audiences.
  • Experience developing dashboards, reports, and performance measures.
  • Strong written and verbal communication skills.
  • Strong interpersonal skills and attention to detail.
  • Ability to manage multiple priorities and projects in a dynamic environment.

Job Contingencies and Special Requirements
  • Employment is contingent upon successfully passing pre-employment background check to include fingerprinting, credit, NCIC, DMV, and TB test.
  • Work schedule is 37.5 hours per week.
  • Position may require occasional evening meetings and participation in local, regional, and statewide committees, workgroups, conferences, and training activities.
  • The successful candidate must have a good driving record and a valid driver's license in Virginia or regional state of residence.
  • The position may require occasional travel within and outside Loudoun County.
