Job Description
BCS Allegient has a 35-year history of helping government, research, and private sector clients implement their programs and missions to achieve success. We offer a breadth of professional support services in the areas of business management, communications, systems engineering, analysis, mission execution, and organization performance. BCS Allegient is looking for a Part-Time Program Manager to support our team at the Office of Naval Research in Arlington, VA.
*This position is contingent upon award.
Responsibilities:
  • Act as primary liaison to the Contracting Officer's Representative (COR), proactively managing the client relationship by providing transparent updates on resources, tasking, and overall contract status.
  • Prepare and deliver accurate and timely Bi-Weekly Activity Reports and all other ad-hoc or recurring analyses required by the contract to the contracting office, detailing team progress and contract performance.
  • Supervise all contractor personnel, driving performance excellence by ensuring the team adapts to client needs, provides high-quality support, and adheres to all requirements and expectations discussed in regular team meetings.
  • Conduct monthly team meetings and maintain regular communication to set expectations and resolve any personnel-related issues swiftly.
  • Oversee the entire personnel security process, ensuring all new and existing staff complete required clearance documentation (SF 86, fingerprints) and mandatory security briefings.
  • Ensure all contractual staffing obligations are met by providing qualified replacement or supplemental personnel as directed by the COR.
  • Provide continuous skills-based training and updates on procedures, policies, and regulations to maintain a knowledgeable and compliant workforce.

Job Requirements
  • Bachelor's Degree and Five (5) years of experience in a supervisory or management role, directly overseeing contractor personnel in a government contracting environment.
  • SECRET clearance or ability to obtain SECRET by start date.
  • Strong understanding of government contracting compliance including staffing requirements and performance reporting.
  • Proven ability to prepare and deliver formal contract deliverables, such as activity reports and performance analyses.
  • Experience managing personnel security clearance process, including familiarity with requirements for the SF 86 and associated procedures.
  • Strong written and verbal communication skills, with ability to liaise between contractor teams and government clients.
  • Ability to manage multiple priorities simultaneously with meticulous attention to detail, including team supervision, client reporting, and administrative duties.
  • Proactive and adept at identifying potential issues, formulating solutions, and driving resolution to ensure smooth contract operations.
  • Demonstrated ability to train and mentor team members, ensuring they are well-equipped with the knowledge of procedures, policies, and regulations, required to succeed.
