Job description

Job Title: Estimator Department: Business Development/OperationsReports to: Business Development ManagerGENERAL PURPOSE OF THIS JOB (Summary) The Estimator works closely with the Business Development and Operations groups to respond to Client tender requests and provides ongoing support to Operations personnel for contracting projects.  Will determine methodologies, in order to determine the duration and task dependencies for accomplishing the scope of work involved in the cost estimates, including staffing requirements and allocation of available resources to each phase of the project. Be able to prepare proposals for competitively bid and/or engineering studies at the scoping, pre-feasibility and feasibility level from the site visit up to and including final submission. Will lead the estimating process for a particular project and will be expected to schedule the work, prepare the estimates using Hard Dollar, develop and write cover letters and methodologies in a technically competent manner and deliver the final proposal on time. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned as required. Analyze drawings, designs, specifications, and tender documentation to prepare schedules, cost estimates and bid documentsApply labour, equipment and material requirements to each estimateRecommend vendors and subcontractors to be selected. Consult with vendors and specialists to discuss and formulate estimatesDetermine performance capabilities with detailed cycle time calculations. Adjust theoretical calculations to reflect historical performance achieved.Interface with other individuals in the organization to obtain, review and support the commitments required for the cost estimatesEnsure historical data obtained from project records is stored in a centralized estimating database. Conduct time studies at project sites and correlate data transferProvide improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costsPrepare all tenders in accordance with the "Bidding Process"Assist the proposal coordinator in meeting the deliverable requirements of all tender submissions including writing cover/lead letters, methods statements, exceptions/clarifications and other specifics for the proposalPrepare back-up estimates and store originals & copies as per procedureAssist and support project management to ensure continuity between tender, construction, and project completionBe prepared to travel for site visits/inspections, work in branch or joint venture partner offices. Travel may include international assignments. Travel period may range from one day to several weeks. A valid passport is required to be maintained at all times.Be able to make presentations to owners and clients on the various proposals and feasibility studies completed for submission.He will conduct risk reviews and checking duties in a manner that is responsive to corporate needs in an effort to ensure accuracy. COMPUTER APPLICATIONS The incumbent must have advanced knowledge of the following software:Deswik Mining SoftwareHard Dollar.Microsoft Excel, Word, MS Project and PowerPoint software. Use of AutoCAD and Primavera is an asset SUPERVISORY RESPONSIBILITIES Although not directly responsible for other business development staff the role includes mentoring and assisting more junior personnel in the development of estimating principles and the writing of technical and commercial documents. QUALIFICATIONS EDUCATIONDegree from a recognized university or diploma from college program relevant to areas of responsibility.  CERTIFICATE(S), LICENSE(S), REGISTRATION(S)N/A EXPERIENCEMust have a minimum of 5 years underground mining industry or heavy civil underground experience with a significant portion of time spent in the role of estimator, scheduler, contracts administrator and/or feasibility engineer. Relevant degrees in mining or construction management may be considered as equivalent to 4 years of experience for the specified job requirements. Time spent underground as a supervisor and miner in construction, development and production would be desirable.  SKILLS, KNOWLEDGE & ABILITIES We are particularly looking for individuals with strong technical writing and proposal compilation skills.Must be able to work in a position of trust, in a highly confidential area of the contracting business. Must be able to meet strict deadlines, work under pressure and have strong analytical skills. Must work with clients, subcontractors and internally with the engineering, finance and operations groups. The position requires knowledge of provincial and federal mining acts and regulations. A strong command of the English language both verbal and written is required. The ability to communicate in French and/or Spanish would be beneficial.Cementation is an Equal Opportunity Employer
