We are seeking a Senior Analyst (Lead) to join our team in Washington, DC, in support of the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Law Enforcement Systems and Analysis (LESA) program within the Information Technology Management (ITM) Unit.
The ITM Unit generates business requirements to ensure ICE IT systems meet the operational and reporting needs of each Area of Responsibility (AOR), ERO leadership, and all stakeholders. ITM coordinates the prioritization of IT solutions and develops and modernizes existing technologies in support of ICE objectives. The ideal candidate is a seasoned analyst and technical advisor with deep expertise in federal IT program delivery, portfolio management, and requirements governance, with the leadership experience to mentor junior staff and drive cross-functional collaboration across LESA units.
Essential Duties and Responsibilities:
  • Lead the authoring and governance of user stories, business and technical requirements, and functional specifications to facilitate Agile Development processes across complex ICE IT initiatives in both O&M and new development contexts.
  • Represent the Product Owner at senior levels in Agile ceremonies; coach and mentor junior analysts on Agile, Scrum, Kanban practices, and SDLC delivery standards.
  • Oversee the development, execution, and quality assurance of User Acceptance Tests (UAT), ensuring comprehensive documentation of bugs, system improvements, and testing outcomes across the SDLC.
  • Lead IT Portfolio Management activities; monitor ERO-funded and non-ERO-funded IT financial investments, assess project health across scope, schedule, cost, and risk, and provide inputs for the LESA Quarterly Congressional Report and Monthly Executive Steering Committee (ESC) meetings.
  • Review and analyze project scope, schedule, requirements, and ICE Systems Lifecycle Management (SLM) documentation; identify IT investment risks requiring LESA involvement and execute agreed remediation plans.
  • Provide senior subject matter expertise in database and data warehousing, business intelligence tools, and data automation; advise on AI/ML infrastructure improvements in collaboration with data engineers and architects.
  • Develop and enforce data management policies and governance frameworks to maintain data integrity, metadata quality, and compliance with DHS and ICE data standards across all ERO systems.
  • Serve as a senior liaison between ITM, OCIO, ERO program offices, and other LESA units; maintain ERO Executive Steering Committee and Configuration Management Board documentation and rosters.
  • Establish team standards for JIRA workflow administration, sprint velocity reporting, and backlog management; provide executive-level briefings and performance reports to DHS and ICE leadership.
  • Proactively identify risks, dependencies, and cross-unit collaboration opportunities across LESA; draft acquisition support documentation such as SOWs and evaluation criteria as needed.
  • Maintain knowledge of the immigration enforcement lifecycle and advise on proposed policy, regulatory, legal, and budget changes impacting ERO, ICE, and LESA equities.

Work Experience and Job Skills:
  • 10+ years of progressive experience as a Senior Business Analyst, Systems Analyst, Program Analyst, or equivalent, with significant experience supporting ICE, DHS, ERO, or federal law enforcement IT programs.
  • Expert-level proficiency writing business and technical requirements for complex, large-scale federal IT systems; experienced leading requirements elicitation sessions and facilitating working groups.
  • Advanced hands-on experience with JIRA including workflow configuration, dashboards, and portfolio reporting; deep knowledge of Agile, Scrum, Kanban, and full SDLC delivery in government environments.
  • Demonstrated IT portfolio management experience, including project health assessment, Congressional reporting support, and ESC meeting facilitation.
  • Senior-level expertise in database and data warehousing, business intelligence tools such as Power BI, ServiceNow, Tableau, Qlik, and data automation frameworks.
  • Familiarity with cloud platforms including AWS, Azure, ServiceNow, Appian, Palantir Foundry, and AI/ML infrastructure concepts in a government context.
  • Proven leadership, mentoring, and stakeholder management skills across technical and executive audiences.

Education:
  • Bachelor's Degree required. Preferred fields: Computer Science, Information Technology, Information Systems, Operations Management, or related discipline.
  • MBA or Master's Degree in a relevant field strongly preferred.

Certificates, Licenses and Registrations:
  • Certified Business Analysis Professional (CBAP) or PMI-PBA strongly preferred.
  • Project Management Professional (PMP) certification preferred.
  • Agile or Scrum certification such as CSM, SAFe Agilist, PMI-ACP preferred.

Communication Skills:
  • Excellent verbal and written communication skills with the ability to present to senior federal leadership and interface across all levels of the organization.
  • Ability to produce clear and concise content under FOUO and LES confidentiality requirements.

Clearance Requirements:
  • Active ICE clearance required; preference for candidates currently cleared or cleared within the last two years.
  • Ability to obtain and maintain required clearance level is a condition of employment.

Travel:
  • Minimal travel expected.
  • On-site in Washington, D.C. Metropolitan area.

Environmental Requirements:
  • Mainly a routine office environment.
  • May be required to lift up to ten (10) pounds.
  • Flexible in working extended hours.
