Job Description:

DHHS Public Health division is seeking a Program Manager for the Injury Prevention Program.
Injury is the fifth leading cause of death in Nebraska and the leading cause of death for people ages 1-44, but most injuries are preventable. The Nebraska Department of Health and Humans Services Injury Prevention Program is working toward a safe and injury-free life for all Nebraskans.
The Program Manager is responsible for planning, organizing, and overseeing the program activities, ensuring compliance with federal, state, and agency regulations.
This role involves evaluating program quality, managing grant activities, and coordinating efforts to meet community needs through data analysis and strategic planning as well as supervising staff, managing budgets, and contributing to policy development to enhance program effectiveness and innovation.

  • Plan, organize, and coordinate program activities, ensuring alignment with organizational goals.
  • Conduct quality assurance reviews to ensure compliance with applicable rules, regulations, and standards.
  • Collect, analyze, and interpret statistical, demographic, economic, and administrative data to assess community needs and program impact.
  • Monitor grant activities, including contractor and sub-grantee performance, and review/approve work plans and payments.
  • Provide technical assistance and guidance to contract and sub-grantee staff to meet program goals.
  • Develop budget justifications for major expenditures such as staffing, facilities, and equipment.
  • Participate in the development of organizational policies, procedures, and regulations to improve program operations.
  • Develop and recommend updates to statutes, rules, and policies to adapt to changing program needs.
  • Supervise staff, resolve operational issues, and coordinate pilot projects to test new program initiatives and services.


Requirements / Qualifications

Minimum Qualifications: Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for year basis.

Preferred Qualifications: Previous program management, 2 years supervision experience, grant writing, budget monitoring, bachelor's or master's degree. DHHS procurement process experience a plus but not required.

Knowledge, Skills, and Abilities:

Knowledge and experience in:

  • The principles and techniques of management and supervision; business and management principles including planning, budgeting, resource allocation, and human resources;
  • The principles of grant writing and grant administration and research techniques;
  • Planning and evaluation including work performance or other standards of development;
  • Program analysis/evaluation and policy development./
  • Strong written and verbal communication with the ability to design, assign, direct and evaluate the work of public health staff;
  • Learn, apply and interpret agency policies and procedures relating to the assigned program or function; learn, apply and interpret State and federal laws and standards;
  • Develop and maintain effective relationships with program representatives and the public;
  • Summarize program and administrative data/statistics into reports;
  • Formulate goals and plans and manage time and workflow of oneself and that of others to meet deadlines;
  • Demonstrate professionalism with all levels of stakeholders.
