What you'd be responsible for
- Develop project scopes, schedules, budgets, and cost estimates for capital projects.
- Create and execute comprehensive project delivery strategies, including risk identification and mitigation.
- Select engineering consultants and construction contractors through competitive, value-based procurement processes.
- Negotiate and manage design and construction contracts and associated change orders.
- Coordinate closely with internal Engineering and Operations teams to ensure project alignment and constructability.
- Review and approve engineering designs, technical documents, and construction submittals.
- Track project progress and provide regular status updates, forecasts, and reports to stakeholders.
- Manage project financials, including spending forecasts and budget controls.
- Interface with federal, state, county, and local agencies to obtain permits, approvals, and easements.
- Oversee construction activities and coordinate with inspectors to ensure quality and compliance.
- Lead project closeout activities, including documentation for asset capitalization.
- Provide technical guidance and support to Operations staff as needed.
- Bachelor's degree in Civil Engineering, Construction Management, or a related technical field (advanced degree preferred).
- Professional Engineer (PE) registration in Arizona or ability to obtain within one year preferred.
- Minimum of 6 years of experience in civil engineering, project management, or water/wastewater infrastructure projects.
- Experience with water and wastewater treatment plants and conveyance systems is a plus.
- Familiarity with permitting and regulatory processes, including interaction with agencies such as ADEQ.
- Strong understanding of current water/wastewater technologies, utility operations, and infrastructure delivery best practices.
- Strong project management skills with the ability to manage multiple projects simultaneously.
- Excellent verbal and written communication skills, including presentations and technical reporting.
- Proven ability to collaborate, influence, and lead cross-functional teams and external partners.
- High level of judgment, initiative, and problem-solving capability.
- Advanced proficiency in Microsoft Word, Excel, PowerPoint, and related project documentation tools.
