Overview/ Job Responsibilities

CISA's information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its Divisions as well as its MEOs.  This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. These enterprise IT capabilities shall support CISA's ability to continue establishing a modern IT infrastructure; engaging in various initiatives to evaluate and implement emerging technologies; migrating to the cloud; supporting mobility and collaboration platforms; and continually improving the performance, security, and availability of enterprise IT services.

Position is on-site Monday - Friday during core business hours. There are 27 teams and over 150 employees and multiple sub-contractors that role up to this position. 

SUMMARY DESCRIPTION: 

The Deputy Program Manager will assist the Program Manager in overseeing a large-scale IT Enterprise Program (CEEOSS) for the Cybersecurity and Infrastructure Security Agency (CISA). This individual will support the management of a diverse team of 100+ professionals, ensuring the successful execution of complex projects across various technical domains, including network, Wi-Fi, mobile platforms, Identity, Credential, and Access Management (ICAM), Zero Trust architecture, cloud services, and enterprise service operations. The Deputy Program Manager will play a key role in leading high-level meetings, preparing and presenting detailed briefs to senior government executives, and maintaining a steady leadership presence in high-pressure, fast-paced, and ever-evolving environments. 

Key Responsibilities: 

Leadership & Team Support: 

  • Assist the Program Manager in leading and managing a multidisciplinary team of 100+ personnel, providing direction, mentorship, and support. 
  • Support the creation of a collaborative and inclusive team environment, encouraging innovation and professional growth. 

Technical Oversight Assistance: 

  • Aid in providing technical guidance and oversight in areas such as network infrastructure, Wi-Fi, mobile platforms, ICAM, Zero Trust, cloud computing, and enterprise service operations. 
  • Work with the Program Manager to ensure the alignment of technical solutions with project goals and government standards. 

Strategic Planning & Execution Support: 

  • Assist in developing and implementing comprehensive program plans, including scope, schedule, budget, and resource allocation. 
  • Monitor program performance alongside the Program Manager, identifying and mitigating risks, and ensuring the timely delivery of high-quality results. 

Stakeholder Engagement: 

  • Support the Program Manager in acting as a key point of contact for CISA and other key stakeholders, fostering strong relationships and open communication. 
  • Help prepare and present briefs, reports, and presentations to senior government officials and executives, conveying complex technical information in an accessible manner. 

Operational Excellence: 

  • Assist in ensuring compliance with all contract requirements, government regulations, and industry standards. 
  • Contribute to implementing and maintaining best practices in program management, process improvement, and quality assurance. 

Adaptability & Problem-Solving: 

  • Support the Program Manager in navigating and managing high-stress situations with composure, making informed decisions in a rapidly changing environment. 
  • Anticipate and address challenges, working with the Program Manager to adapt strategies and solutions as needed to meet program objectives. 
Minimum Qualifications

Education: 

  • Bachelor's degree in Information Technology, Computer Science, Engineering, or a related field. Advanced degree preferred. Education may be substituted with 4 additional years of relevant experience than defined below. 

Experience: 

  • Minimum of 10 years of experience in program management, with at least 5 years in a leadership role overseeing large teams in a government contracting environment. 
  • Demonstrated experience in managing IT projects involving network, Wi-Fi, mobile platforms, ICAM, Zero Trust, cloud, and enterprise service operations. 

Certifications: 

  • PMP or PgMP certification preferred. 
  • ITIL 4 Foundation preferred. 
  • Relevant technical certifications (e.g., CISSP, AWS, Azure, etc.) are a plus. 

Skills & Competencies: 

  • Strong leadership and interpersonal skills, with the ability to inspire and motivate a diverse team. 
  • Excellent communication and presentation skills, capable of conveying complex technical concepts to non-technical audiences. 
  • Proven ability to manage multiple priorities in a fast-paced, dynamic environment. 
  • Strong analytical and problem-solving skills, with a proactive approach to identifying and resolving issues. 

*Must be eligible to obtain a Department of Homeland Security EOD clearance ( Requirements 1. US Citizenship, 2. Favorable Background Investigation) Proof of US Citizenship is a baseline requirement for this clearance.

  • DHS EOD - 1st priority
  • Any DHS badge + DoD Top Secret or Secret - 2nd choice
  • DoD Secret or Top Secret + willingness to get EOD clearance - 3rd choice (it can take 45 days to obtain EOD clearance - work can only begin once the clearance is fully adjudicated)
