Title: Environmental Engineer (NWS 00927)

North Wind Services (NWS) is a high performing, low risk company with a successful history of contributing to their client's missions. NWS executes and manages a wide range of technical services such as environmental investigation and restoration, construction, demolition, radioactive and hazardous waste management, public communication/involvement, information management, health and safety, industrial hygiene, and emergency response/HAZMAT services.

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS supporting the missions of their federal client, Lawrence Livermore National Laboratory (LLNL) in Livermore, CA. Pay, benefits, Human Resources, and employment management functions are all provided by NWS. As an NWS employee working at LLNL, within the client's environment, you will complete day-to-day tasks, with direction from technical personnel directly employed by LLNL.

The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Program of the Environmental Restoration Department has an opening for an Environmental Engineer. The successful candidate will provide engineering support for the planning, design, testing, compliance monitoring, and operation and maintenance of groundwater and soil vapor remediation systems at the LLNL Livermore Site 200 and Site 300 located in Tracy, California.

Essential Duties
- Provide advanced environmental engineering knowledge and support for environmental remediation activities at LLNL.
- Perform advanced research, development, design, and testing of cost effective and engineering solutions for groundwater and soil vapor remediation systems; ensuring all system designs comply with DOE, federal and state agency regulations and safety requirements.
- Monitor treatment system operations and identify opportunities to optimize and improve systems, including opportunities for improved technologies, increased efficiencies, cost savings, and reduced lifecycle costs.
- Plan and conduct field experiments to develop, adapt, demonstrate, and validate new environmental remediation technologies.
- Oversee existing remediation system operations as well as the design and construction of new remediation systems.
- Prepare and review technical and regulatory documents and ensure compliance with all federal and state regulatory requirements and LLNL environmental policies.
- Keep informed of new environmental policies and environmental technologies and maintain knowledge of the scientific and technical aspects of various regulatory requirements and how they impact cleanup operations.
- Collaborate with colleagues, mid-level managers, and other team members on matters requiring coordination across organizational lines.
- Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities
- Bachelor's degree in civil or environmental engineering or related field, or equivalent combination of education and significant related experience.
- Advanced knowledge and significant experience in environmental remediation and the design, installation, operation, and maintenance of environmental remediation systems and system components, such as extraction and injection wellhead design, pump specifications, treatment media and vessels, pipelines, associated instrumentation, and control systems.
- Significant knowledge and significant experience with technical aspects of environmental restoration, including groundwater and soil remediation systems; pressure and flow calculations; environmental chemistry; and treatability tests.
- Advanced knowledge and significant experience with engineering standards, practices and processes; generation of requirements and design documents, configuration control, preparation of test plans and user documentation, and formal and informal design review processes.
- Ability to apply advanced engineering principles and innovations to solve complex technical problems with ingenuity and creativity.
- Advanced knowledge of State of California and Federal regulations and requirements related to remediation activities.
- Knowledge of standard software applications (such as Word, Excel, and PowerPoint) and ability to work on multiple computing platforms (PC and Mac).
- Ability to direct own research working effectively in a collaborative team environment and independently.
- Advanced verbal and written communication skills to interact effectively with the scientific community, regulatory agencies, and other stakeholders; collaborate in a multi-disciplinary team environment; present and explain technical information and provide advice to management.

Desired Skills, Knowledge, and Abilities
- Master's degree in Environmental Engineering or related technical field.
- Advanced knowledge and significant experience with compliance sampling, innovative remedial technologies such as in-situ remediation techniques, operation of Supervisory Control and Data Acquisition (SCADA) systems, Human Machine Interfaces (HMI), preventative facility maintenance programs, and trend analysis using operational data.
- Experience designing, operating, and maintaining groundwater and soil vapor remediation systems for multiple, co-mingled contaminants, including volatile organic compounds, high-explosive compounds, perchlorate, nitrate, and uranium.

Special Requirements
Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.
Pre-employment drug test: External applicants selected for this position will be required to pass a post offer, pre-employment drug test.
Anticipated Government Clearance Level: P (position will be cleared to this level). Applicants who are selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matters. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
