Position Overview and Responsibilities:
This is an entry-level position designed to provide foundational support for activities associated with implementing the state's Total Maximum Daily Load/Watershed Management Program. This program relies on partnerships and close coordination with managers and technical staff of the Program; Division; Department; Water Management Districts; local, state, regional and federal agencies; the public, and the regulated community. This responsibility requires extensive public contact and creating effective working partnerships with watershed stakeholders.
Basin Management Action Plan (BMAP) Support: Provide technical support for the development and implementation of BMAPs by assisting senior Program staff with the collection and organization of data; produce preliminary drafts of reports, maps, and tables while facilitating the logistics of public meetings through the creation of agendas, background papers, and presentation materials. This position serves as a professional training ground for learning to interpret complex aquatic ecosystem data.
Stakeholder Involvement and Coordination: Assist senior Program staff in coordinating activities with stakeholders, including meetings or gathering data. Develop maps, tables, calendars, templates, and other documents to strengthen stakeholder support and participation in plan development and other stakeholder processes. Provide support for the preparation of informational materials for use by the public and internally.
Plan Monitoring and Reporting: Provide support to senior Program staff with drafting summary progress reports and other information for Program and Division managers on actions identified in approved BMAPs and related plans. Work with senior Program staff for meetings and other communications with stakeholders and Department staff on the status of actions identified in BMAPs, on water quality results, and on the status of other environmental responses to BMAP implementation. Provide support to senior Program staff to ensure that BMAP implementation meetings and reporting requirements are carried out as identified and scheduled in adopted BMAPs.
Performs other duties as assigned
Required Knowledge, Skills, and Abilities:
Basic knowledge of principles of surface and groundwater hydrology.
Basic knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
Ability in using ESRI GIS software, MS-Office, and various modeling tools.
Ability to evaluate, analyze and interpret scientific or technical data.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively verbally and in writing.
Ability to work independently and as part of team.
Ability to work well under pressure.
Ability to prepare technical reports.
Minimum Qualifications:
- At least four years of verifiable related experience in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or computer science. Post-secondary degrees from an accredited college or university with a major in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or computer science may be used as an alternative for the required four years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
